I THINK WE ALL CONSIDERED THIS WOULD BE AN ACCEPTABLE START, AND IT'S UNDER DEVELOPMENT WITHOUT A DELIVERY DATE AT THIS TIME.

AND TIER ONE PROJECTS WILL REQUIRE ERCOT BOARD ENDORSEMENT SUBSEQUENTLY, UM, AS DEFINED IN THE PROTOCOL SECTION THREE POINT 11, 0.4 0.9.

UM, THIS TIER ONE PROJECT WILL BE PRESENTED FOR TAC FOR REVIEW AND COMMENTS AND ANY COMMENTS FROM THE TAC WILL BE, UH, INCLUDED AND PRESENTED TO THE BOARD DURING THE ENDORSEMENT.

UH, BASICALLY WHAT, UH, BASED ON THE ERCOT, UH, PLANNING GUIDE CRITERIA, WE DID IDENTIFY SEVERAL 1 38 KV LINES, UH, TOTAL OF, UH, ROUGHLY AROUND 27 MILES OF, UH, 1 38 KB LINES THAT, UH, HAD, UH, THERMAL OVERLOADS.

SO IN ORDER TO ADDRESS THE RELIABILITY NEEDS, ERCOT STARTED WITH THE LOOKING AT FIVE DIFFERENT OPTIONS, AND THEN WE EVENTUALLY SHORTLISTED TO THREE OPTIONS AMONG THE THREE OPTIONS.

OPTION FIVE SEEMS TO ADDRESS THE RELIABILITY NEED AS WELL AS PROVIDE THE LONG-TERM LOAD SERVING CAPABILITY, OPERATIONAL FLEXIBILITY, AND ALSO PROVIDE ADDITIONAL TRANSFER PATH TO THE SOUTH TEXAS, UM, INTO THE SOUTH SAN ANTONIO AREA.

SO THE TABLE HERE, UM, SHOWS THE COMPARISON FOR ALL THE THREE SHORTLISTED OPTIONS, UH, JUST TO GIVE YOU AN OVERVIEW OF THE THREE, UH, SHORTLISTED OPTIONS.

UM, OPTION THREE IS, UH, PRIMARILY, UH, UPGRADING EXISTING 3 45 KV LINES, UH, ROUGHLY AROUND 95 MILES OF, UH, EXISTING 3 45 KB LINES.

OPTION FOUR IS, UH, PRIMARILY ADDRESSING THE 1 38 KB OVERLOADED LINES.

AND OPTION FIVE IS THE PREFERRED OPTION WHERE, UM, THERE IS A PROPOSED NEW 3 45 KB LINE ADDITION TO EXISTING UPGRADES.

SO, LOOKING AT THE DIFFERENT CATEGORIES HERE, AS I SAID, OPTION FIVE UM, MEETS THE ERCOT AND THE NERC RELIABILITY CRITERIA.

IT ALSO IMPROVES THE, UH, LOAD SERVING CAPABILITY, PROVIDES AN ADDITIONAL PATH, UH, INTO SAN ANTONIO.

AND IN TERMS OF OPERATIONAL FLEXIBILITY, THIS ALSO ADDRESSES THE CONCERNS WE HAD LAST, UH, FEW YEARS.

UM, IN TERMS OF, UH, OPERATIONAL FLEXIBILITY ALSO ADDRESSES THE N MINUS

ONE MINUS ONE, UH, PERFORMANCE OF, UH, OF THE SOUTH AREA.

SO THE ESTIMATED COST OPTION THREE IS THE HIGHEST, UH, COST, WHICH AROUND $505 MILLION.

OPTION FOUR, EVEN THOUGH IT'S A 1 38 KB UPGRADE.

UH, BASED ON THE FEEDBACK, UH, THERE ARE SOME OPERATIONAL, UM, OR CONSTRUCTION ISSUES, FEASIBILITY ISSUES IDENTIFIED BY THE TSPS, WHICH WOULD REQUIRE SIGNIFICANT OUTAGE OR OF THE EXISTING, UH, SUBSTATIONS FOR EXTENDED PERIOD.

SO OPTION FIVE, UM, IS ESTIMATED TO BE $329 MILLION.

AND THIS IS, UH, THIS IS THIRD CARD'S PREFERRED OPTION.

SO WE PERFORM AN S S R SCREENING FOR OPTION FIVE, AND WE DETERMINE THAT THIS OPTION DOES NOT ADVERSELY INTRODUCE OR IMPACT THE S S R ISSUES FOR EXISTING OR PLANNED GENERATE RESOURCES IN THE STUDY AREA.

IN ADDITION, THERE IS REQUIREMENT TO PERFORM A CONGESTION ANALYSIS AND SENSITIVITY ANALYSIS AS DEFINED IN THE PLANNING GATE SECTION 3.1, 0.3.

UM, SO BASED ON THIS, WE PERFORMED THOSE ANALYSIS FOR THE SELECTED OPTION, WHICH IS THE OPTION FIVE.

AND, UH, THE CONGESTION ANALYSIS DID SHOW THERE WAS ONE NEW LINE, UH, WHICH SHOWED MINIMAL CONGESTION, UH, WAS A NEW CONGESTION, UH, LINE WAS, UH, 1 38 KV LINE.

UM, BUT WHEN WE PERFORMED THE ECONOMIC ANALYSIS, UH, WE CONCLUDED THIS THERE WAS NOT ENOUGH ECONOMIC BENEFITS TO PURSUE THIS UPGRADE AT THIS POINT AND RECOMMEND AS PART OF THIS OPTION.

UM, IN ADDITION, UH, WE ALSO PERFORMED THIS, UH, LOAD SCALING SENSITIVITY STUDY, AND, UH, THAT STUDY SHOWED THAT THE, THAT THE LOAD SCALING USED IN THE CASES DID NOT HAVE A MATERIAL IMPACT ON THIS PROJECT OR THE NEED.

SO THE ERCOT RECOMMENDATIONS BASED ON THE REVIEW, ERCOT WILL RECOMMEND, UH, THE BOARD TO ENDORSE OPTION FIVE TO ADDRESS THE IN THE SAN ANTONIO AREA.

THEY EXPECTED INSERVICE LINE FOR IN SERVICE FOR THE PROJECT IS JUNE OF 2027, AND, UH, AS YOU COULD SEE, THE NEW ESTIMATED COST IS $329 MILLION.

AND, UH, UH, THIS WILL ALSO ADD A THIRD, UH, 600 KV, 600 M B A 3 45, 1 38 K OUT AUTO AT, UH, HARVARD ROAD SUBSTATION.
