SO, FOURTH ITEM, I SHOULD SAY, IS A NOTICE OF ANNUAL COMMITTEE SELF-EVALUATION QUESTIONNAIRE.UH, AND THIS IS JUST TO DRAW MEMBERS' ATTENTION TO THE FACT THAT THERE IS A COMMITTEE SELF-EVALUATION QUESTIONNAIRE, THE CONTENTS AND FORMAT OF WHICH WAS REVIEWED IN DETAIL BY THE HUMAN RESOURCES COMMITTEE AT THE LAST MEETING.

FIVE IS OUR EMERGING, UH, TECHNOLOGIES TOPIC.UH, AND I'M DELIGHTED TODAY THAT WE HAVE, UH, JIM FULHAM WITH US FROM THE PACIFIC NORTHWEST NATIONAL LAB.
UM, PHASER MEASUREMENT IS NOT NEW TECHNOLOGY.
UM, IT'S BEEN AROUND FOR A WHILE.
UH, ERCOT HAS BEEN USING IT FOR AT LEAST A DECADE, MAYBE MORE THAN THAT.
UM, BUT AS THE GRID HAS BECOME MUCH MORE HETEROGENEOUS OVER TIME, IT'S BECOME MUCH MORE IMPORTANT TO THE STABILITY AND MANAGEMENT OF THE GRID, THAT WE ARE ABLE TO MONITOR IT A MUCH FINER GRAIN WAY THAN WE HAVE IN THE PAST.
AND PHASER MEASUREMENT UNITS ARE A WAY OF DOING THAT IN CONJUNCTION WITH THE MONITORING SYSTEMS THAT GO WITH THEM.
SO WITH THAT, UM, WE'RE GONNA HAVE PRESENTATION FROM JIM, AND THEN, UH, FRED IS GOING TO JOIN US AFTERWARDS AND TALK A LITTLE BIT ABOUT HOW WE'RE USING IT INTERNALLY.
UM, LET ME JUST THANK JIM FOR JOINING US AGAIN.
UM, JIM RECEIVED A BACHELOR'S AND A PHD DEGREE IN ELECTRICAL ENGINEERING FROM THE UNIVERSITY OF WYOMING.
HE JOINED THE DEPARTMENT OF ENERGY PACIFIC NA NORTHWEST NATIONAL LAB, UH, IN 2014 AS A SYSTEMS RESEARCH ENGINEER.
HIS RESEARCH FOCUSES ON THE APPLICATION OF SIGNAL PROCESSING TECHNIQUES TO PROBLEMS AND POWER SYSTEM DYNAMICS.
HE HAS CONTRIBUTED TO MULTIPLE SOFTWARE TOOLS DESIGNED TO DETECT AND ANALYZE POWER SYSTEM DE DISTURBANCES IN SYNCHRONIZED POWER SYSTEM MEASUREMENT, AND LEADS THE DOE FUNDED NORTH AMERICAN SYNCHRO PHASER INITIATIVE, WHICH IS A VOLUNTARY GROUP OF REPRESENTATIVES FROM THE UTILITY INDUSTRY, MANUFACTURERS AND VENDORS, ACADEMIA, NATIONAL LABS, GOVERNMENT EXPERTS, AND STANDARD MAKING BODIES.
COMMITTEE MEMBERS MAY HAVE QUESTIONS OR COMMENTS REGARDING RISK MANAGEMENT, AND IF SO, YOU CAN RAISE THOSE LATER DURING AN EXECUTIVE COMMITTEE COMMITTEE SESSION.

SO I'LL GO THROUGH SEVERAL APPLICATIONS THAT HAVE BEEN DEPLOYED BY, UH, ORGANIZATIONS ACROSS, UH, THE COUNTRY AND, AND A LITTLE BIT OVERSEAS AS WELL.
AND, AND THEN I'LL WRAP UP WITH, UH, JUST A FEW COMMENTS ABOUT WHAT IT TAKES TO, UH, TO DEPLOY THE PMUS.
WHAT ARE SOME CON CONSIDERATIONS FOR, FOR GETTING THEM OUT IN THE FIELD? LIKE I SAID, WE'LL, WE'LL START WITH

WHAT IS A, UH, WHAT IS A PHASER MEASUREMENT UNIT? SO IT'S, IT'S AN INSTRUMENT THAT YOU DEPLOY IN A SUBSTATION THAT, THAT PRODUCES, UH, THAT REPORTS SYNCHRO PHASER MEASUREMENTS.AND, UH, A SYNCHRO PHASER I IS A MEASUREMENT THAT IT'S GOT A SYNCHRONIZED COMPONENT WHERE IT'S USING A COMMON CLOCK, USUALLY A-A-G-P-S SIGNAL SO THAT YOU CAN, UH, TAKE MEASUREMENTS AT THE EXACT SAME TIME, UH, ALL ACROSS THE GRID, SO SUBSTATION FAR APART FROM EACH OTHER USING THIS COMMON CLOCK TO, TO PUT A TIMESTAMP ON, ON THAT MEASUREMENT.
AND THEN THAT, UH, THE PHASER PART, WE'RE TALKING ABOUT EITHER VOLTAGE OR CURRENT.
AND, AND THE PHASER IS A REPRESENTATION OF THAT 60 HERTZ SINUSOIDAL WAVEFORM THAT, THAT WE'RE INTERESTED IN.
AND SO THAT'S WHAT'S SHOWN IN THIS DIAGRAM AT THE BOTTOM, IS THAT YOU START WITH THE VOLTAGE OR CURRENT WAVE FORM AND, AND THE INSTRUMENT, THE PMU WILL EXTRACT FROM THAT.
IT'LL ESTIMATE THE MAGNITUDE AND THE ANGLE OF THE WAVEFORM, AND THEN IT'LL ASSIGN IT A TIMESTAMP.
AND THAT'S, THAT'S WHAT GETS REPORTED.
UM, SO, SO WHAT'S, WHAT'S SPECIAL ABOUT THAT? WHY ARE, WHY ARE THOSE CHARACTERISTICS IMPORTANT? UH, THE SYNCHRONIZATION IS IMPORTANT BECAUSE, AGAIN, UH, SUBSTATIONS HUNDREDS OF MILES AWAY FROM EACH OTHER.
YOU CAN GET THESE MEASUREMENTS AT THE EXACT SAME TIME.
AND, AND SO WHEN THEY'RE REPORTED TO A CENTRAL LOCATION, THEN YOU CAN DISPLAY THAT INFORMATION TOGETHER IN A WAY THAT YOU COULDN'T WITH, WITH OTHER MEASUREMENT SYSTEMS THAT DON'T HAVE THAT SYNCHRONIZATION.
SO IT, IT REALLY UNLOCKS A LOT OF, UH, APPLICATIONS FOR WIDE AREA MONITORING.
THIS IS A PLOT FROM THE WESTERN INTERCONNECTION FOLLOWING A GRID DISTURBANCE.
THERE'S MEASUREMENTS OF, OF THE SYSTEM FREQUENCY AND COLOR CODED.
THERE ARE, UH, MEASUREMENT LOCATIONS ALL ACROSS THE GRID HERE ARE COLOR CODED, SOME IN BLUE AND SOME IN RED, JUST TO SHOW TWO AREAS OF THE SYSTEM THAT ARE INTERACTING WITH EACH OTHER.
AND YOU CAN IMAGINE IF YOU DIDN'T HAVE THAT SYNCHRONIZATION, IF YOU DIDN'T KNOW EXACTLY WHERE THESE WAVEFORMS SHOULD BE, YOU, IT WOULD BE HARD TO TELL HOW THAT, WHAT THAT GROUPING LOOKS LIKE IN THE SYSTEM.
UH, BUT, BUT WITH THE SYNCHRONIZATION, YOU KNOW, HOW, HOW DIFFERENT AREAS OF THE SYSTEM ARE INTERACTING WITH EACH OTHER.
THE OTHER THING THAT MAKES PMU SPECIAL IS, IS THEIR REPORTING RATE.
SO THEY'RE, THEY'RE TYPICALLY REPORTING 30 OR 60 TIMES PER SECOND.
AND WITH THAT, THEY SORT OF FILL THIS GAP, UH, BETWEEN OTHER TECHNOLOGIES.
DIGITAL FAULT RECORDERS ARE, ARE, UH, INSTRUMENTS THAT WE DEPLOY, UH, FOR THAT PURPOSE TO, UH, COLLECT MEASUREMENTS OF FAULTS.
AND SO THOSE ARE TYPICALLY LOCAL, LOCAL EVENTS AND, AND SO WE'LL GET LOCAL MEASUREMENTS AT A VERY HIGH RATE OF SPEED, THOUSANDS OF MEASUREMENTS PER SECOND.
UM, BUT JUST FOR A SHORT SNAPSHOT, UH, FOR, UH, FOR THOSE TYPES OF EVENTS, MOST COMMONLY ON THE OTHER END OF THE SPECTRUM, WE HAVE SCADA MEASUREMENTS, SUPERVISORY CONTROL, AND DATA ACQUISITION.
THESE, THESE SYSTEMS REPORT, UH, A MEASUREMENT E EVERY ONE TO FOUR SECONDS, AND SO MUCH, MUCH SLOWER.
UM, ALSO THOSE MEASUREMENTS ARE TIMESTAMPED WHEN THEY ARRIVE AT THE CENTRAL LOCATION.
AND SO YOU DON'T HAVE THAT SYNCHRONIZATION, UH, TYPICALLY WITH SCADA.
AND, AND SO OVER ON THE RIGHT, THE, THIS PLOT IS FROM, UH, DOMINION ENERGY SHOWING AN OSCILLATION IN, IN GREEN THAT YOU CAN REALLY SEE WHAT'S GOING ON IN THE PMU DATA.
UH, BUT SCADA IT JUST DOESN'T HAVE THE REPORTING RATE TO BE ABLE TO SHOW THAT THAT BEHAVIOR.
UM, AND SO, SO AGAIN, PMU SORT OF FIT IN THE MIDDLE THERE WHERE IT'S SLOW ENOUGH, 30 OR 60 TIMES PER SECOND THAT WE CAN CONTINUOUSLY STREAM THE MEASUREMENTS.
UH, BUT IT'S FAST ENOUGH TO SEE THIS DYNAMIC BEHAVIOR.
AND THEN THE SYNCHRONIZATION MAKES IT SO THAT WE CAN, UH, TAKE A LOOK ACROSS THE, A WIDE AREA.
AND ALSO THAT, THAT STREAMING, UH, MANY OF THE APPLICATIONS THAT I'LL TALK ABOUT REALLY TAKE ADVANTAGE OF THE STREAMING, WHERE YOU'RE NOT COLLECTING MEASUREMENTS DAYS OR WEEKS AFTERWARDS.
BUT, BUT WHILE THINGS ARE HAPPENING, UH, YOU HAVE ACCESS TO THOSE MEASUREMENTS.
SO WITH THOSE CAPABILITIES, UH, I'LL GO THROUGH SEVERAL USE CASES, UH, THAT HAVE BEEN, UH, DEVELOPED AND DEPLOYED.
UH, BUT BEFORE I GET INTO THOSE, I WANTED TO JUST DO A LITTLE BIT OF BACKGROUND ON OSCILLATIONS, UH, BECAUSE ONE OF THE KEY APPLICATIONS FOR PMUS IS, UH, A VARIETY OF APPLICATIONS FOR, UH, FOR, FOR OSCILLATION ANALYSIS.
SO I JUST WANTED TO PROVIDE A LITTLE BIT OF BACKGROUND THERE.
UH, HERE, WHEN I'M TALKING ABOUT OSCILLATIONS, I'M NOT TALKING ABOUT THE 60 HERTZ, UH, OSCILLATION, THAT THAT'S ALWAYS, UH, THERE.
AND WE WANT IN A POWER SYSTEM, I'M TALKING ABOUT MORE LOW FREQUENCY OSCILLATIONS THAT ARE, UH, LESS, IF THEY'RE LESS THAN 15 HERTZ.
THAT'S WHAT WE CAN SEE WITH A PMU.
UM, AND I'LL, AND I'LL TALK ABOUT TWO DISTINCT TYPES OF OSCILLATIONS.
THE FIRST ONE ON THE LEFT IS A NATURAL OR A MODAL OSCILLATION.
AND, AND THESE OSCILLATIONS HAVE TO DO WITH THE SYSTEM STABILITY.
IT'S THE OVERALL BULK POWER SYSTEM, IT'S STABILITY.
AND, AND IF THAT, IF THE SYSTEM BECOMES UNSTABLE LIKE IT DID ON AUGUST 10TH, 1996 IN THE WESTERN INTERCONNECTION, THEN YOU SEE THESE GROWING OSCILLATIONS THAT WILL, WILL GROW WITHOUT, UNTIL THEY, THEY TRIP PROTECTION DEVICES AND, AND ON, ON DURING THAT 1996 EVENT.
THAT, OF COURSE, RESULTED IN A BLACKOUT.
UM, THE OTHER TYPE OF OSCILLATION IS CALLED A FOREST OSCILLATION.
WE, WE CALL IT A FOREST OSCILLATION BECAUSE IT'S COMING FROM A PARTICULAR PIECE OF EQUIPMENT IN THE SYSTEM THAT IS FORCING THE REST OF THE SYSTEM TO RESPOND.
AND SO, SO IT'S DIFFERENT IN THAT IT, IT'S NOT A STABILITY ISSUE FOR THE POWER SYSTEM.
AND ALL WHAT YOU NEED TO DO TO GET THAT OSCILLATION TO GO AWAY IS TO JUST REMOVE THAT PIECE OF EQUIPMENT.

HAS TO DO WITH, WITH A PARTICULAR PIECE OF EQUIPMENT RATHER THAN THE ENTIRE SYSTEM.SO YOU CAN IMAGINE WITH THOSE FOREST OSCILLATIONS, UH, ONE OF THE THINGS YOU WANT TO BE ABLE TO DO IS DETECT IT AND THEN FIND THAT PIECE OF EQUIPMENT SO THAT YOU CAN ADDRESS IT.
AND, AND THAT LEADS US TO OUR FIRST APPLICATION, OSCILLATION SOURCE LOCALIZATION.
UH, SEVERAL ORGANIZATIONS HAVE THIS CAPABILITY, UH, BUT, UH, IOS O NEW ENGLAND HAS, HAS A REALLY ADVANCED VERSION OF THIS.
UH, SO THIS IS, UM, UH, THIS DISPLAY IS FROM, UH, JANUARY 11TH, 2019 IN THE EASTERN INTERCONNECTION.
THERE WAS AN OSCILLATION CAUSED BY A POWER PLANT IN FLORIDA, AND, BUT IT WAS SEEN ALL ACROSS THE EASTERN INTERCONNECTION, INCLUDING IN, AT ISO NEW ENGLAND.
UH, AND DURING THAT EVENT, THEY WERE ABLE TO DETECT IT, UH, AN ESTIMATED ITS FREQUENCY, UH, ESTIMATE HOW LARGE IT WAS, AND THEN THEY SENT THIS EMAIL TO THEIR OPERATIONS STAFF THAT INCLUDED, UH, INFORMATION ABOUT WHERE IT WAS COMING FROM.
AND IN THIS CASE, BECAUSE IT WAS COMING FROM FLORIDA, THE THE EMAIL SAID, IT'S COMING FROM, FROM THE DIRECTION OF NEW YORK ISO.
SO THEY KNEW IT WAS COMING FROM THAT DIRECTION, AND, AND THAT TOLD THEIR OPERATION STAFF WHAT TO DO IN THAT CASE, BASICALLY SIT TIGHT.
THERE'S NOTHING, THERE'S NOTHING REALLY THEY COULD DO TO, TO ADDRESS THAT BESIDES COMMUNICATE WELL WITH THEIR FELLOW RELIABILITY COORDINATORS.
UH, BUT ALSO THIS TOOL, IF THE OSCILLATION IS COMING FROM WITHIN THE AND NEW ENGLAND FOOTPRINT, IT'LL TELL THEM WHICH GENERATOR IT'S COMING FROM OR AT LEAST WHICH REGION IT'S IN.
SO A, A, A VERY, UH, IMPORTANT APPLICATION THERE AT, AT ISO ENGLAND.
UH, ONE OF THE THINGS THAT HAS MADE BONNEVILLE POWER ADMINISTRATION SPECIAL IN THEIR PMU DEPLOYMENT IS THAT AS A, AS A LARGE TRANSMISSION SERVICE PROVIDER, UH, IN COVERING TWO STATES, THEY HAD INTEREST IN WIDE AREA MONITORING.
UM, AND, BUT ALSO THEY OWN THE SUBSTATIONS.
AND SO THEY WERE ABLE TO MAKE THEIR, UH, THEIR DEPLOYMENT SIP COMPLIANT.
AND, AND THAT HAS ALLOWED THEM TO DO A LOT OF THINGS, INCLUDING SOME, UH, IN USING THEIR PMUS AND REMEDIAL ACTION SCHEMES AND, AND ALSO, UH, USING, UH, THE PMUS PRETTY IN A LOT OF DIFFERENT WAYS IN THEIR CONTROL ROOM.
AND THAT'S REFLECTED HERE WITH THEIR DISPLAY BOARD IN THE, IN THE CONTROL ROOM.
IT, UH, YOU CAN SEE, UH, LABELED HERE ARE ALL THE DIFFERENT APPLICATIONS THAT USE P PMUS.
SO I'LL QUICKLY JUST GO THROUGH THESE TO, TO HIGHLIGHT SOME OF THE THINGS THAT THEY CAN DO IN THE CONTROL ROOM WITH PMUS.
UH, THE FIRST ONE IN THE LOWER LEFT IS THE, THE FREQUENCY ANALYSIS.
WHAT THIS IS DOING IS IT'S WHEN A GENERATOR TRIPS OFFLINE, OF COURSE, THE FREQUENCY DROPS, AND, AND WITH PMUS, THEY'RE REPORTING FAST ENOUGH.
AND WITH THAT SYNCHRONIZATION, YOU CAN TELL WHERE THE FREQUENCY DROPPED FIRST AND HOW IT PROPAGATED THROUGH THE SYSTEM, AND THAT BASICALLY POINTS YOU BACK TO THE, TO WHERE THE GENERATOR THAT TRIPPED OFFLINE IS AT.
AND SO, SO WHAT THEY'RE USING THIS TOOL FOR IS TO GAIN THAT VISIBILITY OF WHEN THE FREQUENCY DROPS, THEY PRETTY MUCH IMMEDIATELY KNOW WHICH DIRECTION, UH, THAT GENERATOR TRIPPED OFFLINE, WHETHER IT WAS IN MONTANA OR CALIFORNIA.
THEY CAN TELL THAT, UH, THE NEXT ONE OVER THE ISLANDING DETECTION, THIS IS USING, UH, THE FACT THAT YOU, AGAIN, YOU HAVE THAT SYNCHRONIZATION WITH VOLTAGE ANGLES, UH, FROM ALL ACROSS THE SYSTEM.
AND, AND SO IF YOU HAVE, UH, IF THE, THE GRID IS WHOLE, ALL THOSE VOLTAGE ANGLES WILL MOVE TOGETHER.
BUT IF YOU HAVE ONE PART OF THE SYSTEM WHERE THOSE VOLTAGE JANGLES ARE MOVING SEPARATELY FROM THE REST OF THE SYSTEM, THAT'S AN ISLAND.
AND SO THEY CAN DETECT THAT AS WELL.
UH, THE MODE METER THAT HAS TO DO WITH THE NATURAL OSCILLATIONS THAT I TALKED ABOUT, UH, MODE METER IS BASICALLY, UH, PROVIDING, UH, UH, AN INDICATION OF HOW STABLE THE SYSTEM IS ALL THE TIME.
SO, UH, ON AUGUST 10TH, 1996, THERE WAS NOTHING TO TELL PEOPLE, OPERATORS THAT THE SYSTEM WAS HEADED TOWARDS INSTABILITY.
THEY KNEW THAT THERE WERE CONTINGENCIES HAPPENING, BUT THEY DIDN'T HAVE ANY VISIBILITY OF THE ACTUAL STABILITY OF THE SYSTEM.
SO THIS GIVES YOU A, A DIRECT MEASURE OF THE, THE STABILITY MARGIN IN THE SYSTEM CONTINUOUSLY.
UH, THE ONE, UH, UP FROM THERE, THE OSCILLATION DETECTION, UH, TOOL THAT IS AIMED, UH, MORE AT FOREST OSCILLATIONS TO DETECT THAT THEY'RE HAPPENING.
UH, THEIR BPAS TOOL ALSO WILL GIVE YOU A SENSE OF WHERE THE OSCILLATION IS COMING FROM, UH, BY INDICATING WHERE IT'S LARGEST, UM, BUT IT'S LESS ADVANCED THAN WHAT ISO NEW ENGLAND HAS.
UM, THE, AT THE TOP RIGHT, THE MEGAWATT FLOW AND ANGLE, UH, DISPLAY, WHAT THIS IS LOOKING AT IS, UH, IT'S LOOKING AT, UH, UM, TRANSMISSION CORRIDORS IN THEIR SYSTEM WHERE YOU MIGHT HAVE MULTIPLE TRANSMISSION LINES OPERATING IN PARALLEL.

SO IF JP, YOU'D BE SO KIND TO DO THAT AT LEAST.
SO WHAT I DO IS, YOU KNOW, ADAM'S LEADING THIS ENTERPRISE INITIATIVE THAT JUST LOOKS AT NOT JUST SOFTWARE, BUT OTHER PROCESSES OR DATA ISSUES AND THINGS LIKE THAT.
SO WHAT I'LL DO IS PAIR UP WITH HIM AND TALK ABOUT, YOU KNOW, WHAT WE ARE FINDING, I MEAN, SYSTEMIC ISSUES, RIGHT? LIKE FOR EXAMPLE, YOU CAN HAVE ONE OFF ISSUES ALL THE TIME, BUT WHAT IS IT THAT WE CAN DO AS A SYSTEM THAT CAN GET TO A BETTER PLACE THAN WHERE WE ARE? SO I'LL WORK WITH ADAM ON THAT AND WE'LL HAVE SOMETHING JOINT.
YEAH, I, I THINK IT'S REASONABLE QUEST ON THE NUCLEAR TO TALK ABOUT DOING IT IN THE MORE GENERAL SESSION BECAUSE EVERYONE'S INTERESTED, PLUS THE PUC IS PRESENT.
SO IF IT'S GOING TO BE SOMEWHAT OF A, A STATUS THAT MIGHT BE THE BEST VENUE AND WE WOULD JUST COULD SHORTEN THIS MEETING TO ACCOMMODATE THAT.
