I'M GONNA GIVE A BRIEF UPDATE TO COVER A LITTLE BIT OF THE, UM, RECAP OF THE RECENT WINTER STORM FERN THAT WE HAD, AND THE, I THINK THE, THE, THE POSITIVE OUTCOMES THAT WE, UH, EXPERIENCED AND SOME OF THE LESSONS LEARNED FROM THAT. ALSO, UH, WE'LL BE LOOKING, UH, AND, AND TALKING A LITTLE BIT ABOUT OUR NEW LARGE LOAD INTERCONNECTION PROCESS IS ONE OF THE MORE SIGNIFICANT CHANGES THAT'S GOING ON IN OUR SYSTEM TODAY. AND, UM, AND THEN SOME RECOGNITIONS. WE HAVE SOME UNIQUE RECOGNITIONS. WE WERE RECOGNIZED FOR, UH, AN OPERATIONAL EXCELLENCE AWARD RECENTLY, AND TALK A LITTLE BIT ABOUT HOW THAT FITS INTO OUR, UH, OUR ONGOING ERCOT 4.0 STRATEGY. ALL RIGHT. OKAY. UM, SO DAN DID A REALLY NICE JOB OF COVERING THE WINTER STORM FERN, KIND OF BY THE NUMBERS. I'LL, I'LL START OFF BY SAYING THAT I THINK ONE OF THE KEY THINGS THAT CONTINUOUSLY IMPROVES YEAR TO YEAR AND EVENT TO EVENT IS THE COLLABORATION AND THE PREPARATION AMONG ALL OF THE STATE AGENCIES, MARKET PARTICIPANTS, UM, AND ERCOT, UH, IN TERMS OF GETTING READY TO, TO RESPOND AND TO EXECUTE DURING THE STORM, BUT ALSO WITH THE COMMUNICATIONS. AND I, I'VE HEARD FEEDBACK THAT THE COMMUNICATIONS HAVE CONTINUOUSLY KIND OF STEPPED FORWARD IN TERMS OF SETTING EXPECTATIONS, HELPING PEOPLE UNDERSTAND KIND OF WHAT TO, UH, WHAT THEIR, WHAT THEY NEED TO DO IF THEY'RE A MARKET PARTICIPANT OR IF THEY'RE A STATE AGENCY, BUT THEN ALSO WITH THE GENERAL CONSUMERS, HELPING THEM UNDERSTAND KIND OF WHAT WE EXPECT AS WE GO THROUGH A WINTER EVENT LIKE THIS. AND I THINK THE PREPARATION AND THE WORK THAT WE DID IN ADVANCE OF WINTER STORM FERN ALSO, UM, WAS ABLE TO BE A, A, A CONTINUOUS IMPROVEMENT. AND, UH, AND, AND ONE OF THE STRONGER ELEMENTS IN OUR PERFORMANCE DURING THAT STORM. IT TURNED OUT, UH, TO BE A VERY, YOU KNOW, CONSTRUCTIVE EVENT IN THE SENSE THAT WE DID NOT HAVE ANY SIGNIFICANT, UH, GRID, UM, EVENTS, UH, THROUGHOUT THE, THE EXECUTION OF THE STORM, THE, THE GRID PERFORMED VERY WELL. UM, ON THE WIND SIDE, WE HAD ABOUT 12 GIGAWATTS OF WIND THAT, UH, WAS IMPACTED BY ICING. THE TRANSMISSION SYSTEM PERFORMED VERY WELL, VERY MINOR OUTAGES ACROSS THE TRANSMISSION SYSTEM THROUGHOUT. UM, WE HAD IMPLEMENTED SEVERAL THINGS TO ENSURE THAT WE COULD ENSURE RELIABILITY THAT INCLUDED, UH, FIRM FUEL SUPPLY COMMITMENT. SO WE LEANED ON THAT FIRM FUEL RESERVE SERVICE. WE, UH, WORKED WITH THE TCQ TO GET ENFORCEMENT DISCRETION SO ALL OF THE POWER PLANTS IN THE STATE COULD OPERATE AT THEIR FULL CAPACITY WHEN WE NEEDED IT MOST. WE HAD A 2 0 2 C ORDER FROM THE US DEPARTMENT OF ENERGY THAT AUTHORIZED ACCESS TO THE BACKUP GENERATION AT LARGE ELECTRONIC LOADS ACROSS THE STATE. WE DID NOT ULTIMATELY NEED THAT, BUT IT WAS THE FIRST TIME THAT WE HAD THAT KIND OF A, A TOOL IN OUR TOOLBOX. AND IT FITS REALLY WELL INTO THE DIRECTION WHERE WE'RE GOING WITH SENATE BILL SIX, WHERE WE ARE GOING TO BE WORKING ON A MORE CODIFIED AND, UH, AUTOMATED PROCESS WHERE WE WOULD WORK WITH LARGE LOADS IN THE EVENT OF AN EMERGENCY TO BE ABLE TO LEVERAGE THE DEMAND RESPONSE CAPABILITIES IN ORDER TO PREVENT, UH, GENERAL LOAD SHED. UH, DURING AN EXTREME EVENT ON SATURDAY NIGHT, THERE WAS A, UH, UNIQUE EVENT WHERE, BECAUSE OF THE LOSS OF A LARGE UNIT IN CENTRAL TEXAS, WE HAD A BRIEF EXCEEDANCE ON THE SOUTH TEXAS EXPORT, UH, LIMIT, WHICH, UM, WHICH CAUSED THE, A SIGNIFICANT CONSTRAINT ON SOME OF THE TRANSMISSION LINES BETWEEN HOUSTON AND SAN ANTONIO. SO BECAUSE OF THIS, WE ISSUED A LOCALIZED [00:05:01] TRANSMISSION EMERGENCY. DURING THAT EVENT, UH, WE SAW SIGNIFICANT BENEFITS FROM THE REAL TIME CO-OP OPTIMIZATION, UM, THAT WE JUST WENT LIVE WITH BACK IN DECEMBER. IT WAS ABLE TO HELP BALANCE WHERE WE WERE HOLDING RESERVES VERSUS WHERE WE WERE COMMITTING REAL-TIME ENERGY RESOURCES TO MINIMIZE THE IMPACT OF THAT CONSTRAINT. IN ADDITION, THE REPAIRS THAT HAD BEEN MADE TO THE BRANICK UNIT THREE WERE COMPLETED PRIOR TO THE STORM, AND SO WE'RE ABLE TO HAVE THAT BRO UNIT THREE ACTIVE THROUGH MOST OF THAT WEEKEND. AND THAT WAS ALSO HELPFUL WITH THAT SPECIFIC EVENT ON SATURDAY NIGHT, AS WERE THE LIFECYCLE UNITS THAT WE'VE BEEN TALKING ABOUT FOR THE BETTER PART OF A YEAR. THOSE WERE THE UNITS FROM THE, UH, CENTER POINT HOUSTON AREA THAT MOVED INTO THE SAN ANTONIO AREA AS A, UH, PART OF THE, UM, KIND OF RMR RESPONSE TO THE CLOSURE OF, UH, BRO UNITS, UH, ONE AND TWO. THOSE UNITS WERE LEVERAGED DURING THIS, UH, TRANSMISSION EMERGENCY AS WELL, PROVIDING ADDITIONAL CAPACITY TO HELP ALLEVIATE THE CONSTRAINTS ON THAT, UH, SOUTH TEXAS LINE. THROUGHOUT THE STORM, WE SAW VERY STRONG DEMAND AND MARKET RESPONSE. UH, THROUGHOUT THE WEEKEND, WE SAW REDUCED CONSUMPTION BY LARGE FLEXIBLE LOADS, CRYPTO MINING FACILITIES, AS WELL AS A SIGNIFICANT DROP IN INDUSTRIAL AND COMMERCIAL USAGE DURING THE COLDEST PERIODS. AND THEN BECAUSE OF THE VERY SIGNIFICANT CLOSURES ACROSS THE STATE ON THAT MONDAY, WE SAW ADDITIONAL REDUCED DEMAND ON MONDAY MORNING, WHICH WAS FORECASTED TO BE THE, UH, THE TIGHTEST AND MOST, UH, EXTREME, UH, THE HIGHEST DEMAND PERIOD DURING THE EVENT. SO SOME OF THE KEY TAKEAWAYS FROM THIS EXPERIENCE, I THINK IS, YOU KNOW, LEARNING HOW WE WOULD WORK WITH THIS 2 0 2 C ORDER THAT WE GOT FROM THE FEDERAL GOVERNMENT IF WE WERE TO BE IN ANOTHER SITUATION. WE'VE GOT SOME LEARNING ON HOW WE SET THAT UP AND HOW WE COMMUNICATED WITH THE MARKET ON THAT. IT WAS VERY LAST MINUTE. WE RECEIVED THAT ORDER, UH, OVERNIGHT BETWEEN SATURDAY AND SUNDAY, AND HAD TO FIGURE OUT HOW TO LEVERAGE THAT ON SUNDAY IN CASE WE NEEDED IT ON MONDAY. AND SO IT WAS A VERY QUICK RESPONSE, UH, ACROSS THE STAKEHOLDER COMMUNITY TO FIGURE THAT OUT. AND SO I WANNA OFFER SIGNIFICANT THANKS TO ALL WHO, UH, HELPED TO GET THAT READY TO GO. I HAD LIKE TO HIGHLIGHT THE CONTINUED STRONG PERFORMANCE OF THE WEATHERIZATION TEAM. THIS IS A DIFFERENT VIEW THAN WE'VE LOOKED AT AS IT RELATES TO OUR WEATHERIZATION PROGRAM. ON THE LEFT CHART, YOU WILL SEE WHAT IS CALLED A STORM SEVERITY FACTOR TO CAL OF THE INTENSITY OF A WINTERS EVENT. AND IT'S CALCULATED BASED ON LOOKING AT EACH HOUR DURING THE PERIOD OF THE STORM, CALCULATING THE COLD PERIOD, THE, THE, THE TEMPERATURES DURING THAT PERIOD, AND FOR HOW LONG THE SYSTEM IS AT THOSE HOURS OF COLD PERIOD. AND SO YOU CAN SEE YURI UP AT A NEAR 3000 LEVEL OF A STORM SEVERITY FACTOR. FERN WAS THE THIRD HIGHEST, UH, SEVERITY FACTOR SINCE WINTER STORM, YURI AT 7 22. AND WHAT YOU SEE ON THE RIGHT AS IT RELATES TO THE WEATHERIZATION PROGRAM IS THE DARK BLUE COLUMNS THAT GO ACROSS EACH STORM REPRESENT THAT STORM SEVERITY FACTOR. SO THOSE MAP OVER TO THE NUMBERS ON THE RIGHT. AND THEN THE BLUE LINE, THE LIGHT BLUE LINE, UH, IS MAPPING THE RATIO OF, UH, OUTAGES AT PEAK AS COMPARED TO THE AMOUNT OF THERMAL DISPATCHABLE RESOURCES WE HAVE AVAILABLE IN THE SYSTEM, THE CAPA THE, THAT WINTER CAPACITY THAT'S AVAILABLE AT THAT TIME. SO YOU CAN SEE THIS TREND CONTINUING DOWN AND CONTINUING THROUGH FERN OF IMPROVEMENT IN THE OUTAGES IN THE THERMAL SYSTEM AS COMPARED TO WHAT IS AVAILABLE. SO IT'S NOT A GROSS NUMBER VIEW, IT'S A, IT'S A RATIO OF THE, OF THE SYSTEM THAT'S AVAILABLE TO US. AND SO I THINK THIS PROVIDES A GOOD PERSPECTIVE ON HOW WE CONTINUE TO SEE IMPROVEMENTS AS, EVEN AS THIS, UH, FLEET CONTINUES TO AGE, UH, WE SEE STRONG PERFORMANCE AS A RESULT OF THE OPERATORS AND THE WEATHERIZATION WORK THAT GOES ON. AND THEN I THINK A VERY SIGNIFICANT AND IMPORTANT PART OF ANY ONE OF THESE EVENTS IS CONTINUING TO WORK ON IMPROVING OUR COMMUNICATIONS. AND SO WE TRACK HOW WE, UM, THE KIND OF IMPACT WE HAVE IN TERMS OF WHO'S ACCESSING OUR SYSTEMS AND SIGNING UP FOR INFORMATION, UM, HAD QUITE A LOT OF, UH, INCREASES OVER THE COURSE OF THIS EVENT. WE SAW A THOUSAND PERCENT SPIKE OF UTILIZATION OF THE ERCOT.COM WEBSITE ON JANUARY 24TH ALONE. WE SAW A PRETTY SIGNIFICANT, UH, UPTICK IN TERMS OF ENGAGEMENT WITH, UH, NEW KNOW NEW SUBSCRIBERS TO THE TEXANS, THE ADVISORY NOTIFICATION SYSTEM. WE HAD A SMALL UPTICK ON THE LISTSERV THAT, UH, FOR THE EMERGENCY ALERTS, BUT WE CONTINUE TO TRY TO PUSH OUT CONTENT THAT'S HELPFUL FOR PEOPLE TO UNDERSTAND WHAT'S HAPPENING ON THE ELECTRIC GRID, AND WE SEE THE, UH, THE UTILIZATION OF THAT PRETTY STRONG DURING AN EVENT LIKE THIS. SO, SHIFTING GEARS, UM, I WANTED TO TALK A LITTLE BIT ABOUT OUR, YOU KNOW, PRELIMINARY BATCH STUDY PROCESS. AND [00:10:01] LET ME SET THIS UP BY SAYING, YOU KNOW, THIS IS KIND OF THE, NOT CULMINATION, BUT THE STEP IN THE PROCESS FOLLOWING THE SIGNIFICANT LARGE LOAD FORECAST THAT WE HAVE BEEN TALKING ABOUT FOR A LITTLE OVER, FOR ABOUT A YEAR, YEAR AND A HALF NOW. AND WHERE WHAT THIS IS CULMINATING IN IS ACTUALLY THE, THE PROJECTS THEMSELVES MOVING THROUGH THE PROCESS OF INTERCONNECTION STUDIES WITH THE TRANSMISSION PROVIDERS AND WITH ERCOT POSITIONING FOR READINESS TO DEVELOP ACTUAL ASSETS AND DATA CENTERS AND, AND OTHER LARGE ELECTRONIC LOADS ACROSS THE STATE. AND WHAT WE FOUND IS THAT THE PROCESSES THAT WE HAD SET UP, WHICH WERE REALLY DESIGNED FOR A SYSTEM WHERE WE WERE SEEING, YOU KNOW, UH, IN INTERCONNECTIONS IN THE, YOU KNOW, EIGHT TO 15, UH, QUARTER TO SEEING, YOU KNOW, 80 TO A HUNDRED, YOU KNOW, IN THAT SAME TIME PERIOD. AND IT, IT CLEARLY BROKE THE PROCESSES THAT WE HAD. AND IT WAS LEADING TO A KIND OF A DO LOOP OF HAVING TO UDDY AND REEVALUATE THESE PROJECTS BASED ON THE QUICK ADDITIONS OF OTHER PROJECTS RIGHT NEXT TO ONES THAT WERE BEING STUDIED AND EVALUATED. AND THE CONSTANT CHANGE AND INFLUX WAS, UH, CREATING A LOT OF UNCERTAINTY FOR THE DEVELOPERS, WAS CREATING COMPLEXITIES FOR THE TRANSMISSION OPERATORS, AND OVERALL, WASN'T SERVING THE ECONOMIC GROWTH NEEDS OF THE STATE. AND SO AS WE STARTED TO SEE THAT REALIZATION HAPPENING THROUGHOUT THE BACK HALF OF 2025, WE QUICKLY CAME TO THE CONCLUSION WITH THE MARKET PARTICIPANTS THAT SOMETHING HAD TO CHANGE IN ORDER TO BE ABLE TO ACCOMMODATE THIS. SO NOW WE'RE DEVELOPING A NEW PROCESS TO EVAL TO EVALUATE THESE LARGE LOAD REQUESTS USING THE CONCEPT OF A BATCH STUDY. RATHER THAN CONDUCTING THESE INDIVIDUAL STUDIES BY EACH TRANSMISSION SERVICE PROVIDER, THE, THE CORE FOCUS OF WHAT WE'RE LOOKING TO GET OUT OF A BATCH STUDY IS THE AMOUNT OF LOAD THAT CAN RELIABLY BE SERVED OVER A SIX YEAR EVALUATION PERIOD FOR EACH LARGE LOAD INTERCONNECTION REQUEST. SO TAKING A LOOK AND SEEING HOW EACH PROJECT OVER TIME WOULD ENERGIZE IN PARTS AND THEN GROW TO WHATEVER THEIR FULL EXPECTATION IS OVER A SIX YEAR PERIOD. AND THEN THE SECOND KEY OUTPUT WOULD BE THE TRANSMISSION UPGRADES THAT ARE NEEDED IN ORDER TO SERVE THE FULL REQUESTED LOAD ACROSS THAT TIME PERIOD. AND SO WITH THOSE TWO PIECES OF INFORMATION, A DEVELOPER WILL KNOW WHAT ARE THE INVESTMENTS IN INFRASTRUCTURE THAT ARE GONNA BE REQUIRED, AND WHAT COULD BE SOME OF THE FINANCIAL OBLIGATIONS AS A RESULT OF THAT, AS WELL AS WHAT IS THE PACE THAT THEY'RE GONNA BE ABLE TO INTERCONNECT INTO THE SYSTEM AT POINTS IN TIME, GIVEN THE UPGRADES THAT ARE GONNA BE REQUIRED. IT THEN ALLOWS A DEVELOPER TO MAKE A CHOICE IF THEY AGREE WITH THAT PRO PROGRESSION TIMETABLE AND THE INVESTMENT REQUIRED TO SECURE THE RIGHT TO CONNECT, THEN THEY CAN MAKE THAT COMMITMENT. AND THEN THE, THE WHEELS WILL GO INTO MOTION AND THE SYSTEM WILL START TO, THE TRANSMISSION PROVIDERS WILL BUILD AND, AND MAKE THE SYSTEM UPGRADES THAT ARE NECESSARY. AND THE DEVELOPERS CAN START TO DEVELOP THEIR ASSETS AND PLAN FOR THE INTERCONNECTIONS AT THOSE POINTS IN TIME. IT DOES REQUIRE FINANCIAL COMMITMENTS ON THE PART OF DEVELOPERS TO BE ABLE TO SECURE THAT RIGHT, TO CONNECT AT THAT POINT IN TIME. AND IT ALSO FUNDAMENTALLY CHANGES A, A PART OF OUR SYSTEM PROCESS THAT IS VERY DIFFERENT THAN WHAT WE'VE HAD BEFORE. IT, IT ACTUALLY RESERVES CAPACITY ON THE TRANSMISSION SYSTEM FOR THOSE PROJECTS IN THE FUTURE. TODAY THAT IS NOT THE WAY IT WORKS. IT DOESN'T WORK HERE, AND IT DOESN'T WORK THAT WAY ANYWHERE, UH, IN ANY GRID IN THE US. AND SO THIS IS A UNIQUE PROCESS AND A UNIQUE CHANGE THAT IS FAIRLY SIGNIFICANT TO WHAT WE'VE BEEN DOING FOR THE LAST 20 PLUS YEARS. AND I THINK WE'LL PROVIDE MUCH NEEDED CLARITY TO ALL OF THE STAKEHOLDERS, UM, IN THIS PROCESS. AS WE DEVELOP THIS LONG-TERM PROCESS, WE HAVE ENVISIONED THE NEED FOR AN INITIAL BATCH ZERO STUDY THAT WILL TRANSITION AWAY FROM OUR CURRENT SET OF RULES, WHICH ARE REALLY DRIVEN UNDER THE BIGGER ONE 15 PROTOCOLS TO OUR LONGER TERM STEADY STATE PROCESS. WE RECENTLY HAD A PRETTY SIGNIFICANT WORKSHOP RELATED TO THIS ON, UH, FEBRUARY 3RD. WE HAD ABOUT 900 PEOPLE ATTENDING BETWEEN ONLINE AND IN PERSON. SO THERE'S A LOT OF INTEREST IN THIS. I'D SAY KEY TAKEAWAYS FROM ALL OF THE ENGAGEMENT THAT WE'VE HAD SO FAR IS THAT, ONE, THERE'S BROAD AGREEMENT THAT HAVING SOME KIND OF A BATCH PROCESS THAT PROVIDES CERTAINTY IS GONNA BE NEEDED. WE NEED TO, UM, CONSIDER, UH, THE LARGE LOAD INTERCONNECTIONS THAT ARE EXISTING AND ARE FAR ADVANCED, UH, IN TERMS OF OUR ABILITY TO SERVE THEM AND ALLOW THEM TO MAKE THEIR MEET THEIR DEVELOPMENT NEEDS. UH, TRANSPARENCY IS GONNA BE A CRITICAL PART OF THE, OF THE END PROCESS, AS WELL AS ALIGNMENT WITH THE TRANSMISSION PLANNING PROCESS SO THAT THERE'S REALLY, UH, INTEGRATED FROM BATCH STUDY THROUGH TRANSMISSION UPGRADE REQUIREMENTS TO TRANSMISSION PLANNING APPROVAL PROCESSES THAT WORK SEAMLESSLY TOGETHER TO DELIVER ON THIS OVERALL OUTCOME. AS IT WAS DISCUSSED IN LAST WEEK'S PUCT OPEN MEETING, WE'RE GONNA BE SETTING UP THIS PROCESS FOR A BATCH ZERO VIA REVISION REQUESTS THAT ARE GONNA GO THROUGH THE FULL STAKEHOLDER PROCESS. [00:15:01] WE'RE TARGETING TO BRING THESE REVISION REQUESTS TO THE JUNE BOARD MEETING TO ALLOW THE FIRST BATCH STUDY TO BEGIN BY LATE SUMMER. WE'RE GONNA CONTINUE TO SEEK STAKEHOLDER INPUT THROUGH THE LARGE LOAD WORKING GROUP THROUGH STAKEHOLDER WORKSHOPS TECHNICAL ADVISORY COMMITTEE. WE'RE GONNA BE PROVIDING REGULAR UPDATES TO THE PUCT AS WELL AS TO THE ERCOT BOARD OF DIRECTORS. AND, AND WE HEARD THE MESSAGE LOUD AND CLEAR, WE NEED TO KEEP THE PACE GOING ON THIS WORK. WE NEED TO ENSURE THAT WE HAVE A MORE ROBUST AND A VERY SCRUTABLE PROCESS THAT'S GONNA BENEFIT ALL STAKEHOLDERS, BUT WE CAN'T DO THAT AT THE EXPENSE OF EXPEDIENCY. SO THIS WILL BE A CRITICAL, A CRITICAL FOCUS AREA FOR US IN THE FIRST HALF OF THIS YEAR. I WANTED TO EMPHASIZE, UH, SOMETHING THAT CHRISTIE TALKED A LITTLE BIT ABOUT, UH, YESTERDAY IN HER PRESENTATION. AND AS WE KNOW, THAT'S, YOU KNOW, ALL WHAT WE'RE TALKING ABOUT IS, YOU KNOW, THE NEED TO SUPPORT GROWTH IN A RELIABLE AND IN A COST EFFECTIVE WAY. AND THERE'S A SIGNIFICANT INVESTMENT IN TRANSMISSION AND GENERATION SUPPLY INFRASTRUCTURE IN ORDER TO MEET THIS GROWTH. WE'VE SEEN A VERY GOOD START ON THIS TRANSMISSION DEVELOPMENT. THE PUCT HAS APPROVED THE PERMIAN TRANSMISSION PLAN FOR THOSE IMPORT PATHS. THE TRANSMISSION SERVICE PROVIDERS ARE WORKING ON THE FOLLOW UP TO THE BOARD'S RECENT APPROVAL TO THE BALANCE OF THE STRATEGIC TRANSMISSION EXPANSION PLAN THAT WAS, UH, APPROVED BACK IN DECEMBER. AND I WAS READING A RECENT PUBLICATION FROM THE INTERNATIONAL ENERGY AGENCY. THEY JUST PUBLISHED LAST WEEK, THEIR RECENT 2026 ELECTRICITY REPORT. AND MANY OF THE COMMON THEMES THAT WE TALK ABOUT HERE IN ERCOT, I REPRESENTED IN THIS GLOBALLY FOCUSED REPORT. ONE OF THE MOST PROMINENT IS THE SIGNIFICANT GROWTH THAT IS TAKING PLACE ACROSS THE WORLD. AND THEY IDENTIFY TRANSMISSION BOTTLENECKS AS ONE OF THE HIGHEST RISKS GLOBALLY TO ENABLING A RELIABLE AND ECONOMIC GROWTH SCENARIO. WE BENEFIT HERE IN ERCOT FROM A VERY SUPPORTIVE REGULATORY CONSTRUCT IN TERMS OF DEVELOPING TRANSMISSION. AND YOU CAN SEE ON THE CHART ON THE LEFT, THE TRANSMISSION COST OF SERVICE, WHICH IS DRIVEN BY INVESTMENT IN NEW TRANSMISSION INFRASTRUCTURE AND INS SYSTEM UPGRADES STEADILY RISING FROM A RATE OF ABOUT $3 BILLION ANNUALLY 10 YEARS AGO, UP TO ABOUT $5 BILLION IN 2024. SO INVESTMENT IS CRITICAL TO BEING ABLE TO MEET THE RELIABILITY AND THE ECONOMIC GROWTH FOR THE STATE OF TEXAS. BUT AFFORDABILITY HAS TO ALWAYS BE FRONT AND CENTER WHEN WE TALK ABOUT INVESTING IN INFRASTRUCTURE. AND SO, DESPITE THE INCREASES IN THIS ANNUAL INVESTMENT AND TRANSMISSION OVER THE LAST 10 YEARS, THE SYSTEMS AVERAGE COST PER MEGAWATT HOUR WHEN YOU ADJUSTED FOR INFLATION, HAS TRENDED FLAT TO SLIGHTLY DECLINING. AND THIS IS BECAUSE THE DENOMINATOR AND THAT COST CALCULATION, WHICH IS THE AMOUNT OF ENERGY BEING USED IN THE STATE, HAS BEEN INCREASING AS POPULATION INDUSTRY MANUFACTURING AND THE ECONOMY OVERALL IS GROWING. AND I THINK YOU WOULD, THIS IS A GOOD WAY TO CHARACTERIZE COST EFFECTIVE GROWTH. NOW, TO BE CLEAR, THIS DOES NOT NECESSARILY TRANSLATE DIRECTLY INTO HOW RATES ARE TRANSLATED INTO TARIFFS AND RATES THAT INDIVIDUAL CUSTOMER CLASSES PAY. SO HOW RESIDENTIALS RATES ARE SET AND HOW AN INDUSTRIALS OR COMMERCIALS ARE SET. THERE ARE UNIQUE ELEMENTS TO HOW THOSE COSTS ARE TRANSLATED INTO SPECIFIC TARIFFS PER CUSTOMER CLASS. THIS IS A GENERAL SYSTEM WIDE VIEW THAT JUST GIVES A PERSPECTIVE THAT WHILE WE ARE INCREASING OUR INVESTMENT, WE'RE SEEING LOAD GROWTH INCREASE SIGNIFICANTLY AS WELL. AND THAT IS WHAT IS DRIVING THE INFRASTRUCTURE INVESTMENT AS WE LOOK OVER THE NEXT 10 YEARS. IT'S REALLY AROUND THE LOAD GROWTH THAT'S COMING TO THE STATE, WHETHER IT BE LARGE ELECTRONIC LOADS OR OUR TRADITIONAL LARGE GROWTH THAT WE SEE IN INDUSTRIAL POPULATION AND OTHER PARTS OF THE ECONOMY. I, SO I'D LIKE TO SHIFT GEARS HERE FOR A MOMENT AND, AND, UH, RECOGNIZE SOMETHING REALLY I THINK VERY UNIQUE AND EXCITING FOR THE ERCOT TEAM. UM, AS WE'VE DEVELOPED TALKED ABOUT PREVIOUSLY, YOU KNOW, ONE OF THE KEY FOCUS AREAS IN OUR ERCOT 4.0 ENVIRONMENT IS INCLUDES A FOCUS ON INNOVATION, ON EMPLOYEE DEVELOPMENT, AND VERY IMPORTANTLY, OPERATIONAL EXCELLENCE. UM, AND THAT WE HAVE A PROCESS HERE AT ERCOT WHERE WE COORDINATE THOSE STUDIES AND, AND THEY WILL GO, THE TSP WILL STUDY THAT LOAD, UH, BUT THEN MAYBE A, A DAY LATER, MAYBE YOU HAVE ANOTHER LARGE LOAD IN THAT SAME AREA THAT COMES TO THE TSP AND THEY SAY, HEY, YEAH, I WANT TO CONNECT MY LOAD INTO THE SYSTEM. UH, AND SO TSP WILL STUDY THAT, UH, THAT, THAT LARGE LOAD. UM, BUT WHAT CAN HAPPEN AND WHAT WE SEE HAPPENING, UH, PRETTY FREQUENTLY NOW IS, IS THAT MAYBE THAT SECOND DEVELOPER, UH, THEY, THEY GO THROUGH THAT STUDY PROCESS AND THEY, UH, UH, UH, YOU KNOW, GET THEIR APPROVAL FOR ALL OF THEIR STUDIES, AND THEN MAYBE THEY GET THEIR FINANCING A LITTLE BIT FASTER THAN THAT FIRST DEVELOPER DID. AND SO THEY, UH, UH, YOU KNOW, ARE, ARE THEN, UH, KIND OF CONSIDERED WHAT WE'D CALL FIRM. SO, SO THEY'VE MET ALL OF THEIR FINANCIAL SECURITY OBLIGATIONS. UM, AND THEN WHAT HAPPENS THEN IS THAT THAT FIRST LOAD, THE STUDY THAT WE PERFORM TO, TO SEE HOW CAN WE RELIABLY INTEGRATE THIS LOAD, THAT STUDY IS NO LONGER VALID BECAUSE IT DID NOT TAKE INTO ACCOUNT WE HAD THIS OTHER LOAD THAT WAS COMING ON IN, ON THE SYSTEM IN THE NEARBY AREA. UH, AND SO WE, WE ARE PROPOSING TO MOVE OUT OF THAT FRAMEWORK AND MOVE TO, WE'RE CALLING A, A BATCH [00:30:01] STUDY FRAMEWORK. UH, AND THAT WOULD BE, WE WOULD ALL, ALL OF THE LOADS THAT COME IN, IN A CERTAIN PERIOD OF TIME, ALL THESE DEVELOPERS THAT COME IN AND SAY, YOU KNOW, HERE, HERE'S MY LOAD THAT I WANT TO CONNECT ON THE SYSTEM. HAD A LOT, A LOT OF QUESTIONS, A LOT, A LOT OF FEEDBACK. AND IT AT A HIGH LEVEL, WE GROUPED THOSE, UH, THAT FEEDBACK INTO THREE CATEGORIES. UH, BY FAR THE, UH, THE TOPIC MOST DISCUSSED WAS THAT BATCH ZERO, THAT TRANSITIONAL BATCH PROCESS. AND THAT, AND THAT MAKES A LOT OF SENSE BECAUSE YOU HAVE A LOT OF DEVELOPERS THAT HAVE GONE PARTIAL PARTIALLY THROUGH THIS PROCESS, AND THEY WANT TO MAKE SURE THAT THEIR LOAD IS, UH, NOT GOING TO BE, THAT THEIR PROJECT'S NOT GOING TO BE SLOWED DOWN BY TRANSITIONING TO THIS NEW BATCH VALUE PROCESS. SO THEY, THEY FEEL LIKE THEY, THEY'VE MADE SOME PROGRESS IN THE CURRENT PROCESS, AND THEY WANNA MAKE SURE THAT, THAT THEIR LOAD IS NOT GOING TO BE NEGATIVELY IMPACTED. UH, AND SO THAT'S WHERE WE GOT THE, THE MOST FEEDBACK. UH, AL ALSO HAD, UH, QUITE A FEW, UH, QUESTIONS AND COMMENTS REGARDING THE PROCESS, UH, AND IN PARTICULAR THE, UH, THE LINK BETWEEN THIS, UH, STUDY AND THE TRANSMISSION PLANNING PROCESSES. SO WE HAVE TO MAKE SURE THAT WE, UM, UH, DON'T HAVE, HAVE A, A RECOMMENDATION THAT COMES OUT OF THIS BATCH STUDY, AND THEN THAT RECOMMENDATION, IT DOESN'T WORK WITH, UH, FOR, FOR TRANSMISSION PROJECT. THAT RECOMMENDATION FOR THAT TRANSMISSION PROJECT DOESN'T WORK WITH OUR TRANSMISSION PLANNING PROCESSES. UH, WE ALSO HAVE TO MAKE SURE THAT WE DON'T, UH, DELAY THOSE TRANSMISSION PROJECTS GETTING BUILT BY, UH, UNNECESSARY ADDITIONAL STUDIES IN THE TRANSMISSION PLANNING PROCESS. AND, AND SO THAT'S FEEDBACK THAT, THAT WE HEARD AND, AND WE'RE GOING BACK AND, AND, UH, LOOKING AT MAKING ADJUSTMENTS TO THAT. AND THEN THE, THE, UM, THE, THERE ARE SOME CRYPTO DATA CENTERS, LIMITED NUMBER OF KIND OF, UM, AI TYPE DATA CENTERS AT THIS POINT. BUT MOST OF THE, THE DATA CENTERS OUT THERE ARE, ARE CRYPTO. AND SO WHEN THERE'S PLENTY OF WIND AND SOLAR AVAILABLE, WE DON'T REALLY HAVE ANY PROBLEMS SERVING THAT LOAD. EVERYTHING'S GOOD. THIS, THIS GRAPHIC HERE IS, IS, IS VERY SIMPLIFIED, UH, BUT IT, IT GIVES YOU THE KIND OF THE IDEA THIS, THIS CONSTRAINT IS DIFFERENT THAN WE'VE TALKED A LOT OVER THE LAST COUPLE OF YEARS ABOUT THE SOUTH TEXAS EXPORT CONSTRAINT. UH, IT'S DIFFERENT THAN THAT IN THAT THE SOUTH TEXAS EXPORT CONSTRAINT REALLY IS ONLY GOING TO BE BINDING WHEN THE SYSTEM AS A WHOLE IS ALMOST OUT OF A CAPACITY BECAUSE OUR DISPATCH SYSTEM WILL AUTOMATICALLY REALLOCATE, UH, GENERATION IN SUCH A WAY TO OVERLOAD, UH, TO MAKE SURE THAT THOSE OVERLOADS DON'T OCCUR. AND THE ONLY TIME THE SOUTH TEXAS CONSTRAINT WILL ACTUALLY OVERLOAD IS WHEN WE'RE ALMOST OUT AND THAT YOU JUST NEED ALL THE GENERATION TO SERVE THE LOAD. THE THIS FAR WEST IMPORT IS, IS DIFFERENT. IT CAN OCCUR EVEN WHEN WE'VE GOT SUFFICIENT GENERATION ACROSS THE SYSTEM AS A WHOLE, BUT THE LOAD IN THAT PARTICULAR AREA, NET OF THE GENERATION IN THAT AREA EXCEEDS THE AMOUNT THAT CAN BE IMPORTED OVER THOSE TRANSMISSION LINES. THIS CONSTRAINT IS ALSO A LITTLE DI SO IT'S REALLY A KIND OF A LOCALIZED, UH, CONSTRAINT, BUT IT'S A LOT OF LOAD. WE'RE TALKING EIGHT PLUS THOUSAND MEGAWATTS, UH, OF LOAD IN THAT AREA. UH, THIS CONSTRAINT IS ALSO A LITTLE DIFFERENT THAN A LOT OF OUR OTHER GENERIC TRANSMISSION CONSTRAINTS THAT WE'VE TALKED ABOUT THAT ARE LIKE THE WEST X'S EXPORT OR THE PANHANDLE EXPORT, WHICH ARE MORE DYNAMIC STABILITY RELATED. THIS REALLY IS MORE OF A THERMAL OVERLOAD ON, ON THE LINES. SO THERE, AS I MENTIONED, THERE'S, THERE'S, THERE'S BEEN LOTS OF PLANNING ACTIVITIES TO, TO SOLVE THIS LOAD GROWTH ISSUE IN, IN THE FAR WEST AREA. UM, THERE'S A, UM, DELAWARE BASIN PROJECT THAT HAD MULTIPLE STAGES THAT WAS APPROVED SEVERAL YEARS AGO. UM, THE NEXT OF THOSE UPGRADES, THE DELAWARE BASIN PHASE, UH, STAGE TWO PROJECT IS EXPECTED TO BE COMPLETED, UH, THIS SUMMER. UM, AND THAT'S BASICALLY THE AREA THAT'S CIRCLED BY THE, THE GREEN OVAL ON THIS MAP. THERE'S A DELAWARE BASIN PHASE THREE AND FOUR, BUT THOSE ARE REALLY JUST TO ALLOW MORE LOAD TO BE SERVED OUT ON THE TIP OF THE, THE STATE THERE. AND SO THEY DON'T REALLY HELP WITH THE IMPORT, UH, CAPABILITY. SO AFTER THIS, UH, DELAWARE BASIN PHASE TWO, THE NEXT ONE THAT WILL HELP SIGNIFICANTLY HELP THE IMPORT CAPACITY IS THE DELAWARE BASIN PHASE STAGE FIVE, WHICH KIND OF COMES DOWN FROM THE NORTH THROUGH LA MESA. UM, AND THAT IS CURRENTLY SCHEDULED FOR A 2029, UH, COMPLETION. THE OTHER THING THAT WILL HELP THIS SITUATION IS MORE RES MORE RESOURCES THAT ARE AVAILABLE DURING THOSE CRITICAL CONDITIONS THAT ARE LOCAL WITHIN THE AREA. UM, SO IF YOU'VE, YOU'RE ADDING GENERATION OUT IN THAT FAR TEXAS AREA, FAR WEST TEXAS AREA THAT IS CAPABLE OF SUSTAINING ITS OUTPUT EVEN DURING LOW WIND, UM, LOW SOLAR CONDITIONS FOR AN EXTENDED PERIOD. AND WHEN, WHEN, WHEN YOU'RE TALKING ABOUT THESE PERIODS WE'RE, WE'RE REALLY TALKING ABOUT ALL NIGHT, SOME NIGHTS. AND SO, UM, THAT SIX TO EIGHT HOURS. AND SO REALLY IT'S THE, WE, WE, FOR THE PURPOSE OF THESE STUDIES, WE'VE ASSUMED THAT THE BATTERIES WOULD BE DEPLETED AND THAT WOULD BE THE KIND OF THE CRITICAL PERIOD. THERE IS ONE GENERATOR THAT'S IN THE INTER THAT'S IN THE PROCESS OF BEING, UH, BUILT. IT'S, IT'S SCHEDULED TO BE COMPLETED IN, UH, SECOND QUARTER OF NEXT YEAR. UH, AND SO THAT IS KIND OF A ONE-TO-ONE ADDITION ON SOLVING THE PROBLEM. SO IT'S ABOUT A 200 MEGAWATT RESOURCE, AND SO IT WILL ADD TO THE LOAD SERVING CAPABILITY IN THE AREA BY ABOUT 200 MEGAWATTS. SO THE LOAD GROWTH, SO WE, WE TODAY, WE HAVEN'T SEEN, I THINK THE MAXIMUM WE'VE SEEN OF LOAD IN THAT AREA IS ABOUT 8,500 MEGAWATTS DURING THE LAST SUMMER. BUT WE, IN OUR LONG-TERM LOAD FORECAST, WHICH IS WHAT'S SHOWN ON THIS GRAPHIC, WE SEE SIGNIFICANT GROWTH COMING. UM, THERE'S A, A KIND OF A BIG [00:50:01] STEP UP AND UH, THESE STEPS WON'T HAPPEN AS ABRUPTLY AS WHAT'S SHOWN ON THE GRAPH. UH, BUT IN GENERAL IT'S SUPPOSED TO HAPPEN EARLY THIS YEAR IN THE, THE, UH, STEP UP IN THE CRYPTO MINING LOAD. AND THEN YOU SEE ANOTHER STEP UP IN THE SPRINGTIME, UH, IN OIL AND GAS TYPE LOAD, LIKE I MENTIONED, THOSE WON'T HAPPEN AS ABRUPTLY, BUT THEY WILL, WILL, THERE'S THE EXPECTATION BASED ON WHAT OUR INFORMATION THAT COMES IN FROM THE TRANSMISSION PROVIDERS, THERE WILL BE A, A SIGNIFICANT INCREASE IN THOSE TIMEFRAMES. UH, AND THEN IT CONTINUES TO GROW FROM THERE. UM, NOW THE TIMING OF THIS LOAD GROWTH IS, IS A LOT OF IT'S DEPENDENT ON WHEN THE END USERS ACTUALLY BUILD OUT, UH, THE, THE, THEIR, UH, USAGE. UM, THE OTHER THING TO NOTE, WE, WE ARE, UM, UM, WE'RE THIS, THIS INFORMATION IS, UH, SEVERAL MONTHS OLD AT THIS POINT. WE'RE ABOUT TO ISSUE ANOTHER RFP TO DEVELOP THE NEXT YEAR'S LONG-TERM LOAD FORECAST. AND WE'RE GONNA ASK THE TSPS TO FOCUS ON BILL PROVIDING THE INFORMATION FOR THIS AREA EARLY IN THAT PROCESS. SO WE WILL HAVE, UH, UPDATES TO, TO THIS LOAD GROWTH, UM, FORECAST, UH, SOON. THE FINAL THING TO NOTE ON THIS SLIDE IS, IS WE'VE BROKEN IT OUT BY LOADS THAT ARE MORE THAN 75 MEGAWATTS AND LOADS THAT ARE LESS THAN 75 MEGAWATTS. AND WHAT YOU SEE IS THAT WHILE THE CRIP, A LOT OF THE CRYPTO MINING LOAD IS MORE THAN 75 MEGAWATTS, THE MAJORITY OF THE OTHER LOAD GROWTH THAT'S OCCURRING IS, IS LESS THAN 75. SO IT REALLY DOESN'T GO THROUGH THE, THE INTERCONNECTION PROCESS, UH, THAT, THAT JEFF, UH, EVEN THE EXISTING ONE THAT JEFF TALKED ABOUT A MINUTE AGO. OKAY, SO THE CRYPTO MINING, WHAT WE'VE SEEN IS THAT, UH, FOR, FOR THE ONES THAT ALREADY EXIST OUT THERE, WE'VE SEEN, UH, SIGNIFICANT, UH, RESPONSE AS WE TEND TO ACROSS THE WHOLE SYSTEM. BUT LOOKING SPECIFICALLY AT THIS AREA AND LOOKING ACROSS FALL OF, OF THIS PAST YEAR, WE SAW, YOU KNOW, UP TO A THOUSAND MEGAWATTS OUT OF THE 1800 KIND OF MAXIMUM LOAD THAT WE SAW OUT THERE, UH, RESPONDING DURING HIGH PRICE EVENTS. AND SO, UH, THE EXPECTATION IS THAT IF THESE LINES START TO BIND, UM, AND WE START TO SEE POTENTIAL OVERLOADS THERE, THAT THAT WILL RESULT IN HIGHER PRICES ACROSS PARTICULARLY THOSE AREAS. BUT REALLY THERE'S SO MUCH LOAD OUT THERE, YOU'LL SEE HIGHER PRICES ACROSS THE WHOLE OF, OF THE WEST TEXAS ZONE, UH, THAT WOULD RESULT IN, IN THOSE, UH, FOLKS, UH, LOWERING THEIR OUTPUT DURING, DURING THOSE, THOSE CRITICAL TIME PERIODS. SO WE'VE, WE'VE LOOKED, SO WE'VE LOOKED AT THE LOAD SIDE. WELL, HOW MUCH LOAD CAN WE SERVE? THAT'S, THAT'S THE QUESTION. AND SO, UM, THAT WHAT, WHEN WE LOOK BACK OVER THE PAST SEVERAL MONTHS THAT WE'VE BEEN MONITORING THESE CONSTRAINTS, THE, THE IMPORT CAPACITY VARIES WIDELY, UH, DEPENDING ON OBVIOUSLY WHERE THE, WHERE THE, FOR THE AMOUNT OF LOAD THAT CAN BE SERVED, IT WILL DEPEND ON, DEPEND ON THE AMOUNT OF WIND, THE AMOUNT OF SOLAR, WHAT THERMAL GENERATIONS IS ONLINE, AND ALSO HOW MANY TRANSMISSION OUTAGES AND WHICH TRANSMISSION OUTAGES THERE ARE, AS WELL AS JUST THE DISTRIBUTION OF THE LOAD. IF WE'VE GOT MORE LOAD IN ONE AREA, MAYBE HARDER TO GET THE POWER THERE AS OPPOSED TO ANOTHER, UH, ANOTHER PATTERN, UH, DURING THE TIME. SO IT, IT VARIES WIDELY. UM, BASED ON, SO WE'VE DONE SOME ANALYSIS KIND OF AS A, AS A SINGLE REFERENCE POINT LOOKING AT THE, THE A PERIOD WHERE WE HAVE NO TRANSMISSION OR GENERATION OUTAGES WHERE THE WIND IS LESS THAN A THOUSAND MEGAWATTS AND THE IT'S AT NIGHT. SO THERE'S NO SOLAR GENERATION AND THE IDEA THAT, THAT THIS IS BEYOND THE PERIOD IN WHICH THE BATTERIES WOULD AL HAVE ALREADY DISCHARGED. AND SO THE BATTERIES ARE OFF. AND SO LOOKING AT THAT, UM, UM, KIND OF SITU THAT SITUATION, THAT SCENARIO, UH, WE SEE THAT THE CURRENT IMPORT CAPACITY ABILITY TO SERVE LOAD IN THAT AREA IS ABOUT 9,500 MEGAWATTS. NOW I MENTIONED WE'VE ONLY SEEN THE LOAD GO UP TO 8,500 MEGAWATTS. 9,500 IS THE LEVEL AT WHICH WE WOULD HAVE TO TAKE THIS PRECON CONTINGENCY, UH, LOAD CHECK ACTION IF NEED BE, THAT 9,500 IS WITH NO OUTAGES. SO IF WE HAVE MORE TRANSMISSION OUTAGES OR UNAVAILABILITY OF THE THERMAL GENERATION, THEN THAT NUMBER'S GONNA BE LESS. IF THE WIND AND SOLAR IS, IS HELP IS AT A HIGH OUTPUT LEVEL, THAT NUMBER MAY BE A LOT HIGHER. UM, SO, SO THAT'S WHERE THE 9,500 NUMBER THAT'S SHOWN IS CURRENT ON HERE COMES FROM THAT DELAWARE BASIN. PHASE TWO PROJECT [00:55:01] ADDS ABOUT A THOUSAND MEGAWATTS OF LOAD SERVING CAPABILITY. AND SO THAT 9,500 NUMBER WOULD BE EXPECTED BY THIS SUMMER WHEN IT, WHEN THOSE LINES ARE COMPLETED TO GO UP TO, UH, ABOUT, UM, 10,500. UH, AND THEN THAT'S KIND THE NEXT STEP UP IS THAT ADDITIONAL 200 MEGAWATT UNIT THAT IS ADDED IN, UH, SECOND QUARTER OF OF 27. AND SO THAT, AND ANY ADDITIONAL THERMAL GENERATION THAT'S ADDED IN THAT AREA WILL HELP ALSO. BUT THAT'S THE ONE THAT'S KIND OF, UH, NEXT ON THE, THE STEP. UM, AFTER THOSE, THE NEXT TRANSMISSION PROJECTS THAT WILL HELP SOLVE THIS, UH, AREA ARE THAT, AS I MENTIONED, THE PHASE FIVE PROJECT THAT IS GONNA BE AT THE END OF 2029. AND THEN THE, OBVIOUSLY THE, THE NEXT BIG CHUNK THAT WILL ULTIMATELY SOLVE IT IS THE 7 65 KV LINES THAT WILL BE COMPLETED OUTSIDE THE OPERATIONS PLANNING HORIZON THAT WE'RE LOOKING AT HERE. SO WHAT, WHAT YOU SEE IS THAT, UM, COMPARING THAT LOAD SERVING IN THE CAPABILITY TO THE AMOUNT OF LOAD THAT'S THERE, WE WOULD EXPECT THAT THE, THE, THERE'S GONNA BE QUITE A FEW HOURS IN WHICH THE PRICES ARE GONNA BE HIGH BECAUSE THOSE LINES ARE BINDING IN THE PRICES ARE GONNA BE HIGH IN WEST TEXAS. AND THAT WOULD THEN CAUSE THE, THE BIT, THE, THE CRYPTO MINERS TO HAVE TO, UH, BE OFFLINE DURING THAT PERIOD. AND IF THEY'RE OFF, THAT'S OKAY. FOR A WHILE AT LEAST, WITH NO OUTAGES. NOW OBVIOUSLY THAT RED LINE SHIFTS DOWN IF THERE ARE MORE, UM, OUTAGES ON THE SYSTEM, WHICH THERE WILL HAVE TO BE, AS WE'VE DISCUSSED BECAUSE WE'RE TRYING TO GET THE, THE DELAWARE BASIN PROJECTS DONE. SO WHAT, WHAT ARE WE LOOKING AT TO, TO TRY TO SOLVE THIS ISSUE? WE'VE ALREADY DONE SOME THINGS. UM, THE, UM, ONE OF THE TRANSMISSION PROVIDERS THAT HAS SOME OF THE KEY LINES HAS ALREADY IMPLEMENTED A DIFFERENT KIND OF DYNAMIC RATINGS ON THOSE LINES. NORMALLY OUR DYNAMICS RATINGS ARE BASED ON, ON AMBIENT TEMPERATURES. THEY'RE LOOKING AT THE, THE, ACTUALLY, THE, THE CAPACITY ON THE LINE MAY BE A FUNCTION OF NOT ONLY TEMPERATURES, BUT ALSO WIND, WIND, DIRECT WIND SPEED, WIND DIRECTION, UH, THE THERMAL LOADING ON THE LINE FROM THE SUN SHINING ON IT. AND SO THEY'RE LOOKING AT THE, THAT LATTER ONE IN ADDITION TO THE ONES WE NORMALLY LOOK AT TO SAY, CAN OUR RATINGS BE HIGHER AT NIGHT, WHICH IS WHEN THESE WOULD OTHERWISE BE BINDING? UM, AND SO WE, THEY'VE ACTUALLY GIVEN US THOSE HIGHER RATINGS AND WE'RE USING 'EM TODAY. THE SECOND THING IS, IS TRYING TO COORDINATE THOSE OUTAGES MORE HOLISTICALLY, RATHER THAN HAVING EACH TRANSMISSION PROVIDER COME IN AND ASK FOR REQUESTS, TRYING TO LOOK ACROSS ALL THE OUTAGES THAT ARE GONNA BE NEEDED, COORDINATING MORE ON THOSE. WE TYPICALLY HAVE OUTAGES THAT ARE ONLY ALLOWED IN THE NIGHTTIME, BECAUSE THAT'S GENERALLY WHEN LOAD IS LOWER, AND WE HAVE MORE WIND GENERALLY ACROSS THE SYSTEM, PARTICULARLY DURING THE, THE SUMMER. UH, WE'RE, WE'RE ALLOWING NOW STRUCTURING THOSE OUTAGES IN SUCH A WAY THAT THEY'RE TAKING THEM IN THE DAYTIME, EVEN THOUGH THE LOAD'S HIGHER, BECAUSE WE HAVE THE SOLAR GENERATION THAT'S HELPING WITH THIS IMPORT CONSTRAINT, AT LEAST IN THIS AREA, WE'RE ALLOWING THOSE TO, TO BE TAKEN IN THE DAYTIME. AND, UM, SO THEN BEYOND THOSE THINGS, THE, THE NEXT STEP THAT WE'RE LOOKING AT IS ISSUING AN RFPA FOR A CONTRACT FOR CAPACITY TO TRY TO ENCOURAGE, UH, MORE RESOURCES TO BE ADDED IN THAT AREA TO THE EXTENT IT CAN BE DONE. AND SO THAT WOULD, WE'VE GOT A LITTLE, WE'RE GONNA TAKE MORE. SOME OF THE CONTRACTS FOR CAPACITY WE'VE DONE HAVE BEEN VERY, UH, HURRIED, AND SO WE HAVEN'T GOTTEN AS MANY, UH, UH, OFFERS INTO THOSE. BUT WITH THIS ONE, WE'RE GONNA TAKE A LITTLE MORE TIME AND MAKE SURE WE'VE GOT TIME TO THE, THE BIDDERS HAVE TIME TO, TO PROVIDE MORE, UH, OF A RESPONSE. UM, WE'RE, WE'RE OBVIOUSLY FROM THAT GRAPH, YOU CAN SEE THAT WE'RE DEPENDING ON THE CRYPTO MINERS TO, UH, TURN OFF AT THE APPROPRIATE TIMES. BUT IF WE'RE GONNA DO THAT, IT WOULD BE HELPFUL FOR US TO ACTUALLY BE ABLE TO TURN THEM OFF IF THEY DON'T RESPOND SO THAT WE CAN MEET ALL OF OUR RELIABILITY OBLIGATIONS. AND SO THE ONE WAY TO DO THAT IS TO HAVE THEM BECOME CONTROLLABLE LOAD RESOURCES. SO THEY'RE ACTUALLY, WE HAVE THE, WE, WE'LL, THEY CAN RESPOND BASED ON PRICES, BUT THEN WE COULD TURN THEM OFF IF NEED BE, SO THAT THAT'S A POSSIBILITY. AND THEN THE OTHER THING WE'RE ALREADY STARTING TO DO IS, IS ENGAGE WITH THE OIL AND GAS INDUSTRY AND OTHER INDUSTRIAL ENTITIES [01:00:01] OUT THERE, BECAUSE THERE MAY BE SOLUTIONS THAT THEY'RE, THEY ALREADY HAVE, UH, IN PLACE, UM, THAT COULD BE MAINTAINED TO HELP WITH THIS PROBLEM. AND YOU MEAN GENERATION, THEY'VE GOT POTENTIALLY THAT THEY'VE GOT, IF THEY'RE, YOU KNOW, A LOT OF THIS IS THAT THEY'RE GOING THROUGH ELECTRIFICATION, COULD THEY DELAY THAT THROUGH WHATEVER MECHANISM YEAH. TO LOWER THE LOAD GROWTH? AND SO, UM, YEAH, I THINK THAT'S, THAT'S WHAT I'VE GOT FOR YOU. HAPPY TO ANSWER YOUR QUESTIONS. HEY, DAN, SO IF YOU TAKE BASE CASE OF WHERE WE'RE AT, WHERE WE'VE BEEN, AND THEN WE SEE THAT INCREASE IN LOAD AND HAVE YOU RUN KIND OF, WHAT DOES THAT DO FOR A LOSS OF LOAD PROBABILITY IN THIS REGION? THE, THE, THE, WE SEE THAT AT THE, AT A 50TH PERCENTILE KIND OF PROBABILITY THAT THERE WOULD BE, UH, ROUGHLY 80 TIMES PER YEAR THAT WE WOULD NOT, THAT BASICALLY WE, THE RED LINE WOULD BE BELOW THE TOP OF THE LOAD IN THAT AREA FOR, AND THE AVERAGE OCCURRENCES WOULD BE, THE AVERAGE TIME OF EACH OCCURRENCE WOULD BE SIX TO EIGHT HOURS. WOW. SIGNIFICANT. YEAH. IT'S, IT IS. AND ON THE, ON THE RFP, SO I THINK IT TO YOUR, YOU CLARIFIED IT, BUT IT WOULD SEEM WE, TIME IS OF THE ESSENCE THERE TO TRY TO GET THAT MOVING, BUT THE PERSPECTIVE IS WE'VE RUSHED THAT IN THE PAST AND, AND AS A RESULT, WE JUST HAVE NOT GOT ADEQUATE MARKET RESPONSE.
