UM, DO YOU WANNA HIGHLIGHT AND KEEP HIGHLIGHTING THESE FIVE COMMISSION PRIORITIES THAT WERE APPROVED IN THE 20 26 20 27 ERCOT AL BUDGETS? WE FILED A UPDATE TO THE PERFORMANCE MEASURES SEPTEMBER 1ST FOR Q3. I REALLY WANNA HIGHLIGHT THIS BECAUSE THE PERFORMANCE MEASURES FILING IS A GREAT PLACE FOR, UM, TRACKING INCREMENTAL MILESTONES AND STATUS UPDATES OF THESE PRIORITY PROJECTS, ESPECIALLY SINCE RIGHT NOW THERE'S A LOT OF INTERPLAY AND WORKFLOWS BETWEEN THE PUC AND ERCOT STAKEHOLDER PROCESS. UM, IT ALSO HAS IMPACTS OF THE POLICY DISCUSSION AT THE PUC ON THE TIMELINE EXPECTATIONS OF WHEN WE EXPECT REVISION REQUESTS TO BE SUBMITTED AND MOVE AT ERCOT. THE FIRST KEY ITEM IS DRS IN JUNE, THE BOARD APPROVED NPRR 1309 AND NOIR 2 83. THOSE WERE THE CORE STATUTORY FUNCTIONALITY FOR DRS. THEY WERE APPROVED BY THE COMMISSION IN JULY, AND THEN THAT INTERNAL PROJECT KICKED OFF SHORTLY THEREAFTER. THERE ARE STILL TWO CORE DRS RELATED ISSUES IN THE STAKEHOLDER PROCESS. ORCA IS HOSTING A WORKSHOP ON OCTOBER 6TH THAT WILL RELATE TO THE SB SIX LARGE LOAD CURTAILMENT AND PROPOSED OPERATION FRAMEWORK AND REGISTRATION PIECES. IT'S SUPPOSED TO TOUCH ON SOME OF THE COLOCATION ISSUES FROM NET METERING AND ONSITE BACKUP GENERATION DISCUSSIONS. AND THEN THERE'S TWO RULEMAKINGS LEFT THAT WE EXPECT TO BE APPROVED BY THE END OF THE YEAR. ONE IS THE LARGE LOW DEMAND MANAGEMENT SERVICE AND THE OTHER IS THE TRANSMISSION COST. UM, RECOVERY RULEMAKING. BOTH OF THOSE WE ARE WORKING WITH PUC STAFF ON TIMING OF REVISION REQUESTS THAT WILL RESULT FROM THOSE. RULEMAKINGS. NOT GONNA SPEND A LOT OF TIME ON THE BATCH STUDY AND COMPREHENSIVE TRANSMISSION PLANNING 'CAUSE I THINK THE NEXT TWO PRESENTATIONS WE'LL HIT ON THIS. I DID WANNA HIGHLIGHT NOER 2 89. THIS WAS SUBMITTED BY SB ENERGY IN JULY. THIS IS A FOLLOW UP FROM NOER 2 82. ERCOT IS EVALUATING, BUT STAKEHOLDERS HAVE A DISCREET IMPLEMENTATION ISSUE RELATED TO THOSE TIMELINES. IT WAS GRANTED AT URGENT STATUS, BUT IT REMAINS TABLED AT ROS, BUT WE DO EXPECT TO HAVE DISCUSSION ON THIS IN THE NEXT FEW MONTHS. ADVANCED GRID SUPPORT IS THE ONLY NEW ITEM ON THE DECK THIS CYCLE. UM, ERTA SPONSORED NPR 1333. WE'RE SEEKING TO ESTABLISH A ONE-TIME ADVANCED GRID SUPPORT INITIATIVE PROGRAM TO ENCOURAGE EXISTING ESRS, NOT SUBJECT TO NGER 2 72. UM, TO ADOPT THE GRID SUPPORT TECHNOLOGY, I THINK THIS IS APPROXIMATELY 50 GIGAWATTS OF EXISTING ESRS THAT ARE CURRENTLY EXEMPT. SO THIS WOULD GREATLY IMPROVE GRID STABILITY. IT IS THAT THE WHOLESALE MARKET WORKING GROUP UNDER WMS, WE EXPECT ROBUST, UM, DISCUSSION GIVEN THESE KEY POLICY ISSUES THAT ARE IDENTIFIED HERE AS DRAFTED OR CAUGHTS TARGETING A MARCH 31ST, 2027 APPLICATION DEADLINE FOR THE PROGRAM. AND LAST IS THE STANDARD FORM AGREEMENTS. THIS HAS HAD NOT HAD A LOT OF MOVEMENT IN THE STAKEHOLDER PROCESS, UM, DISCUSSION WISE, BUT ERCOT DID FILE COMMENTS, UM, UPDATED FROM THE STACK ON SEPTEMBER 9TH. THAT WILL BE AT THE SEPTEMBER PRS MEETING. IT REFLECTS A LOT OF WORK WITH ERCOT AND PARTIES TO REACH A COMPROMISE, AND SO WE EXPECT TO HAVE A MORE ROBUST UPDATE IN DECEMBER AS THIS MOVES FORWARD. Comprehensive Transmission Planning Process Update] FIVE, THE COMPREHENSIVE TRAINING TRANSMISSION PLANNING PROCESS. CHRISTIE HOBBS IS PRESENTING. ALL RIGHT, GOOD AFTERNOON. SO I'M HAPPY TO BE ABLE TO SHARE WITH YOU THE PROGRESS THAT WE'VE BEEN MAKING OVER THE LAST SEVERAL MONTHS. UH, IF YOU GO BACK, UH, SEVERAL BOARD MEETINGS AGO AS WE WERE DEVELOPING, WHAT WOULD THE BATCH ZERO PROCESS BE LIKE? YOU ALL HAD VERY GOOD QUESTIONS ABOUT HOW DOES THIS FIT IN WITH THE WORK THAT YOU'RE DOING TODAY. ALONG WITH THAT, WE'VE HAD A LOT OF THINGS THAT WE WOULD LIKE TO CONTINUALLY APPROVE AND EVOLVE. IF YOU THINK ABOUT THE ERCOT TRANSMISSION PLANNING PROCESS, IT'S BEEN IN PLACE FOR 20 PLUS YEARS, BUT OUR GRID HAS DYNAMICALLY CHANGED IN THE LAST SEVERAL YEARS, AND WE SEE A LOT OF OPPORTUNITIES TO CONTINUE TO EVOLVE THE PLANNING PROCESS WITH THAT. SO THE SCOPE OF THIS EFFORT, WE STARTED SEVERAL MONTHS AGO INTERNALLY REALLY REVISITING EVERYTHING WE DO FROM A TRANSMISSION PLANNING PROCESS, FROM MODELING TO THE PLANNING, TO GOING THROUGH THE STAKEHOLDER PROCESS. AND WHAT WE CHALLENGE THE TEAM IS EVERYTHING IS ON THE TABLE. WHERE CAN WE MAKE IMPROVEMENTS TO MAKE THINGS FASTER? WHERE ARE THERE ITEMS THAT WE DUPLICATE THAT AREN'T NECESSARY? HOW CAN WE IMPROVE ENGAGEMENT WITH STAKEHOLDERS AS WE EVOLVE THIS PROCESS SO THAT WE HAVE AN END-TO-END PROCESS VERSUS SEPARATE DISPARATE PROCESSES? WHAT'S IN PLACE TODAY WITH THE CURRENT BATCH PROCESS? AND THIS IS WHERE WE ARE STANDING TODAY, AS WE, WE THINK THROUGH THE PROCESS AND WORK WITH THE STAKEHOLDERS. IF YOU LOOK AT WHAT WE DO FROM A PLANNING PERSPECTIVE IN THE ERCOT MARKET FROM END TO END, WE'VE GOT A LOT OF INPUTS INTO THE SYSTEM. WE'VE GOT LARGE LOAD INFORMATION. WE'VE GOT GENERATION DATA THAT'S COMING IN FOR NEW GENERATORS OR UPDATED GENERATORS. WE'VE GOT ALL OF THE TOPOLOGY CHANGES OF THINGS EVOLVING ON THE GRID. AND THEN YOU HAVE JUST YOUR ANNUAL YEAR AFTER YEAR BASE GROWTH ON THE SYSTEM, AS WELL AS MEDIUM SIZED LOADS. YOU NEED ALL OF THAT UPDATED INFORMATION [00:10:01] TO REALLY CONSIDER WHAT A BATCH STUDY LOOKS LIKE, SO THAT YOU'RE GIVING THOSE NEW LOADS THAT WOULD LIKE TO CONNECT THE BEST ANSWER FOR THEIR ALLOCATION AND THE TIMELINE ONCE THEY'VE GONE THROUGH THAT ALLOCATION PROCESS. AND WE'VE GOT FINANCIAL COMMITMENT OF WHAT LARGE LOADS ARE ACTUALLY GOING TO FOLLOW THROUGH WITH THE PROCESS, THEN LET'S KICK INTO OUR OFFICIAL TRANSMISSION PLANNING PROCESS FOR OUR ADDITIONAL STUDIES THAT WE NEED TO DO FOR MOBILE RELIABILITY ASPECT AS WELL AS ECONOMIC ANALYSIS. BUT ALL ALONG THE WAY, WE NEED STAKEHOLDER ENGAGEMENT AND HOW DOES THAT FIT IN SO THAT WHEN WE GET TO THE END OF THE PROCESS, WE HAVE AN ACTIONABLE PLAN THAT WE CAN GIVE TO THE UTILITIES AND THEY CAN MOVE FORWARD COMPARED TO WHAT WE DO TODAY WHERE YOU GO THROUGH A ROAD MAPPING EXERCISE AND THEN THERE'S ADDITIONAL STUDIES THAT FOLLOW ON THAT SOMETIMES ARE DUPLICATIVE, BUT THEY EXTEND THE TIMELINE OF THE PROCESS. AFTER WE DID OUR INTERNAL PROCESSES, WE STARTED WORKING, UM, WITH THE PLANNERS. SO THE UTILITIES, WE INTERVIEWED 27 DIFFERENT TSPS. WE HAD VARIOUS MEETINGS, SOME INDIVIDUAL SESSIONS, SOME GROUP SESSIONS, AND WE ALSO HAD A FULL-BLOWN STAKEHOLDER WORKSHOP AT THE END OF THAT PROCESS AT THE END OF AUGUST. AND THIS IS A SUMMARY OF WHAT WE HEARD FROM THE TSPS, I WOULD SAY, AND, AND YOU'RE GONNA HEAR FROM SOME OF THEM, UM, FOLLOWING THIS PRESENTATION, VERY GENERAL, UM, CONSENSUS AND SUPPORT FOR GOING TO AND IMPROVING OUR PROCESSES THROUGH A COMPREHENSIVE TRANSMISSION APPROACH. THERE WAS, UH, A LITTLE BIT OF, UM, AS YOU CAN IMAGINE, THEIR BUSINESSES HAVE BEEN ESTABLISHED THIS WAY, MAKING SURE THAT WE DON'T BREAK THE PROCESS. SO MAKING SURE WE'RE DOING OUR DUE DILIGENCE, TAKING OUR TIME, MAYBE THERE ARE CHANGES THAT WE CAN MAKE IN THIS CYCLE, AND THEN FUTURE CHANGES IN THE NEXT CYCLES. I WOULD HIGHLIGHT THE SECOND ITEM AS WELL. EVERY CALL THAT WE HAD WITH A TSP, WHETHER WE ASKED THE QUESTION OR THEY BROUGHT IT UP, UM, THERE WAS A DESIRE TO LOOK AT IDENTIFYING MEDIUM-SIZED LOADS AND BY MEDIUM-SIZED LOADS, THAT WOULD BE LOADS THAT ARE LESS THAN 75 MEGAWATTS IN SIZE. AND ONCE COMMISSION RULES WERE KIND OF LOCKED IN ON LOOKING AT DEFINED PROCESSES FOR 75 MEGAWATTS AND ABOVE. AS YOU CAN IMAGINE, THERE'S BEEN A LOT OF REQUESTS COMING IN AT SUB 75, 74 50, MULTIPLE OF THOSE LOCATED, UH, ELECTRICALLY CLOSE TO EACH OTHER, WHICH COULD HAVE IMPACT ON THE SYSTEM JUST LIKE A LARGE LOAD WOULD. THE TSPS WERE ALSO ALIGNED ON MAKING IMPROVEMENTS TO THE CASE BUILDING PROCESS. UM, THE PROCESS THAT WE HAVE TODAY, UM, ALLOWED FOR, UH, INPUTS FROM THE TSPS WITHOUT A LOT OF STANDARDIZATION AND REQUIRING ERCOT TO BUILD NUMEROUS CASES TO SUPPORT THE VARIOUS PLANNING SCENARIOS AND OPERATIONAL SCENARIOS THAT HAVE EVOLVED OVER TIME. AND AS YOU CAN IMAGINE, YOU KNOW, MUCH LIKE YOUR GARAGE COLLECTING THINGS OVER THE YEARS, NOTHING LEAVING THE GARAGE. SO REALLY TAKING A LOOK IN AND IMPROVING THOSE PROCESSES FOR WHAT WE ACTUALLY NEED IN TODAY'S ENVIRONMENT. THE ELIMINATION OF THE RE STUDY, AGAIN, AS I REFERRED TO EARLIER, WHEN WE GO THROUGH OUR ROAD MAPPING PROCESSES THROUGH THE REGIONAL TRANSMISSION PLAN, WE'D LAY OUT ROADMAPS OF WHAT WAS NEEDED. AND WHAT YOU FIND IS THERE'S A LOT OF THE SAME STUDIES THAT WERE GOING ON AS THEN THEY MOVE THROUGH THE REGIONAL PLANNING GROUP PROCESS. SO WHERE CAN WE FIND EFFICIENCIES THERE, UH, TO ELIMINATE, UH, A PERPETUAL RE STUDY AND THEN AN APPROVAL FOR PATHWAYS FOR THINGS THAT REMAIN OUTSIDE OF WHAT WE LOOK AT THROUGH THE COMPREHENSIVE TRANSMISSION PLANNING PROCESS. UM, YOU'LL SEE IN SOME OF THE TSP PRESENTATIONS, SO I WON'T HIT ON IT TOO MUCH HERE, A NEED TO HAVE A SEPARATE PATHWAY FOR MAYBE SMALLER PROJECTS THAT COME UP WITHIN THAT CYCLE THAT AREN'T LARGELY LOAD DRIVEN. I THINK RESILIENCY, STORM HARDENING OR APPROVALS POTENTIALLY OUTSIDE OF THE PROCESS FOR SPECIAL TYPES OF LOADS. WE DID HEAR THAT IN SOME OF THE LEGISLATIVE HEARINGS ABOUT CONSIDERING WHETHER OR NOT THERE SHOULD BE OTHER PATHWAYS FOR, UM, SPECIFIC LOADS. I WOULD SAY ON THAT ASPECT, WE WOULD BE LOOKING TO THE COMMISSION AT SOME POINT FOR A POLICY DECISION TO HELP DEFINE THAT SO THAT WE, UM, DON'T FIND OURSELVES, UM, IN A, IN A SCENARIO WHERE EVERY LARGE LOAD IS A SPECIAL LARGE LOAD. ALSO, AS A PART OF THE COMPREHENSIVE TRANSMISSION PLANNING AS WE GO FORWARD WITH OUR FUTURE WORKSHOPS, PART OF THAT IS DIRECTLY WITH, UM, THE OVERALL PROCESS, BUT A PART OF THAT OVERALL PROCESS IS WHAT DOES BATCH LOOK LIKE POST BATCH ZERO. SO THE WORK THAT WE'LL BE DOING WILL HELP DEFINE WHAT THE NEXT BATCH PROCESS LOOKS LIKE. THERE WERE A NUMBER OF [00:15:01] ITEMS THAT CAME OUTTA BATCH ZERO THAT WERE GOOD IDEAS, BUT THERE WAS NOT A TI ENOUGH TIME TO ADDRESS 'EM ON THE TIMELINE THAT THE TEAM WAS MOVING ON EARLIER THIS YEAR. AND I WOULD SUMMARIZE THOSE INTO THESE FOUR CATEGORIES. SO LARGE LOAD INTERCONNECTION, LOOKING AT WHAT IS THAT RELATIONSHIP BETWEEN THE INTERCONNECTING ENTITY, THE TSP AND ERCOT, WHAT IS A FRAMEWORK FOR, UM, A, A LARGE LOAD TO BE ABLE TO RESUBMIT? SO SAY I GO THROUGH BATCH ZERO, I DON'T GET THE ALLOCATION THAT I WANT, BUT I'D LIKE TO GET, UM, ADDITIONAL ALLOCATION IN THE NEXT BATCH CYCLE. HOW DO I DO THAT GOVERNANCE FRAMEWORK FOR POST-STUDY PROJECTS, UH, THAT MAYBE GOT DELAYED. SO IF I HAVE A PROJECT, I THOUGHT I WAS GONNA BE ON A CERTAIN TIMELINE, MY PROJECT'S DELAYED. WHAT'S THE THE FRAMEWORK FOR ASSESSING THOSE ELIGIBILITY CRITERIA? UM, OUR POSITION HAS BEEN THAT WILL BE SET NEXT WEEK BY THE COMMISSION WHEN THEY MAKE THEIR DECISION. AND THE PC DOCKET 58 4 81, UNLIKE WHAT WE WENT THROUGH WITH BATCH ZERO, WHERE THERE WAS DEBATE HERE IN THE STAKEHOLDER PROCESS, THINKING ABOUT, UH, WHO IS RESPONSIBLE FOR VARIOUS STUDY FRAMEWORKS? THERE'S A NUMBER OF STUDIES THAT ARE REQUIRED. SO QUESTIONS ABOUT SHOULD THEY BE DONE BEFORE ERCOT STARTS THEIR BATCH WIDE STUDIES BY THE TSP OR SHOULD THESE BE STUDIES THAT ARE DONE BY ERCOT? AND THEN FINALLY, UM, THE ONE THAT GETS A LOT OF ATTENTION IS BRING YOUR OWN GENERATION. UH, WE HAVE ABOUT 2.9 MILLION CUSTOMERS, ALL IN ALL. UM, AND WE FEEL THAT THAT COULD BE ACHIEVED BY, AT THE SAME TIME, MOVING CLOSER TO THE SPEED OF BUSINESS. UM, WE SEE THAT THERE'S A LOT OF, UH, ACTIVITY, UH, OBVIOUSLY WITH A LOT OF THE LARGE LOAD, UM, UM, UH, ACTIVITY GOING ON IN THE PRO IN, IN THE SYSTEM TODAY, WE WANNA MAKE SURE THAT, UH, ALL OF THAT RESULTS IN ACTIONABLE PROJECTS THAT THE TSPS CAN THEN FOLLOW THROUGH AND GET INTO THE DEVELOPMENT AND THE CONSTRUCTION PROCESSES THAT FOLLOW THROUGH THAT. SO, IMPROVING EFFICIENCY, REDUCING DUPLICATIVE PROCESSES. CHRISTIE SPOKE [00:35:01] TO IT EARLIER. UH, WE'RE VERY FOCUSED ON THAT. UH, SOME OF THE EQUIPMENT, UM, OBSOLESCENCE, UH, SOME OF THOSE PROJECTS THAT WE NEED TO CONTINUE TO DRIVE THAT ALSO WILL CONTINUE TO BUILD THE CAPABILITY OF OUR SYSTEM TO HAVE THAT LOAD SERVING CAPABILITY. UM, ALONG THE WAY, UH, ALIGNING MODEL BUILDING WITH LOAD FORECASTING, WE WANNA MAKE SURE THAT, UH, THE TSPS AND ERCOT WORK VERY COLLABORATIVELY ACROSS ON MAKING SURE THAT THOSE MODELS HAVE THE RIGHT AND SYNCHRONIZED, UH, LOADS. UM, AS FAR AS, UH, WEATHER FORECASTING AND THINGS LIKE THAT, UH, ECONOMIC FORECASTING THAT GOES DOWN THE LINE. UM, YOU KNOW, WE TALKED A LITTLE BIT ABOUT BALANCING, UH, CASE BUILDING, UH, WITH A NEED TO, NEED TO RUN MULTIPLE DIFFERENT SCENARIOS. UM, BEING HOUSTON HAS AN AREA THAT HAS, AS I MENTIONED, UH, PRETTY RELIANT ON IMPORT, UH, CAPACITY. UH, SO WE WANNA MAKE SURE THAT WE CONTINUE TO VIEW THE BALANCE BETWEEN GENERATION AND IMPORTS, UH, TO BE ABLE TO RELIABLY SERVE ALL OF THESE LARGE CUSTOMERS AS WELL AS THE, THE BALANCE OF OUR CUSTOMERS' NEEDS. AND, UH, CREATING THOSE CASES TO HAVE THE RIGHT LEVEL OF OFF PEAK AND SEASONAL, UH, UH, REPRESENTATIONS IS VERY IMPORTANT. UM, AND LIKE AS, UH, AS CHRIS MENTIONED, UM, THERE IS A, A BALANCE THAT WE CAN GET TO WHERE YOU DON'T HAVE TO HAVE AN NTH NUMBER OF DEGREES OF CASES IN ORDER TO BE ABLE TO HAVE THAT, BUT AT THE SAME TIME, HAVE ALL OF THE RIGHT, UH, CONDITIONS MET. AND THEN SEPARATELY IN THE LAST, UH, NUMBER ON, UH, ON THIS BULLET HERE IS, UH, WE, WE TOUCHED A LOT ON THE LOWER, UM, SMALLER LOADS, THE MEDIUM LOADS, UM, THE QUANTITY OF THOSE. WE BELIEVE THAT WE SHOULD HAVE A PROCESS THAT HAS THE SAME LEVEL OF, UH, CLEAR PATHS AND SET MILESTONES FOR THOSE CUSTOMERS TO INTERCONNECT, AND THAT WE CAN MAKE SURE THAT IT GETS REFLECTED, UM, AS WE DO ALL OF OUR SYSTEM STUDIES, UH, APPROPRIATELY. SHIFTING A LITTLE BIT TO SOME OF THE POLICY ITEMS THAT, UH, WE BELIEVE ARE IMPORTANT, UM, MAKING SURE THAT THE COMPREHENSIVE ANNUAL, UH, TRANSMISSION PLANNING PROCESS VIEWS THE ENTIRE SYSTEM ALL AT ONCE, THAT WE'RE WATCHING OUT FOR ALL OF THOSE PROJECTS THAT ARE INTER-REGIONAL, INTER-REGIONAL. UM, AND THAT AFFECTS THE LARGER NUMBER OF CUSTOMERS AND THE OVERALL GRID STABILITY. UH, BUT AS HAS, AS HAS BEEN MENTIONED, ENSURING THAT WE CONTINUE TO DRIVE FORWARD ABILITY TO, IN PARALLEL DRIVE PROGRESS ON WHAT, WHAT IS CURRENTLY TIER THREE, TIER FOUR TYPE PROJECTS, UH, THAT WE MAINTAIN, UH, STAKEHOLDER TRANSPARENCY AT THE RIGHT LEVELS, UH, MAYBE, UH, LOOK AT REVISING THOSE, THOSE THRESHOLDS SO THAT WE CAN HAVE, UH, LARGER PROJECTS THAT CAN CONTINUE TO, TO, UH, TO PROGRESS IN, UH, IN THE TSPS FOOTPRINT. UH, MAYBE THERE MIGHT BE A PRO PROJECTS THAT ARE, UH, WITHIN TWO TSPS THAT DON'T NECESSARILY AFFECT ALL OF ERCOT, BUT THAT CAN BE ALSO SOMETHING THAT CAN BE, UH, PUSHED FORWARD, UH, UNDER THAT REVISION. UM, AND THEN HIGHER LEVELS OF COLLABORATION IS GONNA BE NEEDED ACROSS THE BOARD. UM, OBVIOUSLY THIS IS NOT SOMETHING THAT GETS DONE BY ONE GROUP ALONE. UM, IT HAS BEEN A VERY, VERY, UH, UH, FRUITFUL COLLABORATION OVER THE LAST YEAR AS THIS PROJECT AND THIS PROCESS HAS BEEN DEVELOPED, AND, UH, REALLY APPRECIATE ALL OF THE GREAT WORK. BUT, UH, UH, ERCOT AND CHRISTIE'S TEAM AND EVERYBODY ELSE'S ERCOT, AS WELL AS ALL THE TSPS HAVE DONE TO MAKE SURE THAT ALL OF THIS COMES FORWARD NOW TO WHERE WE CAN HAVE A, A, A PROJECT PLAN THAT WILL BE ACTIONABLE, UH, COMING OUT OF HERE. UM, IMPROVING THE GENERATION DISPATCH, UH, THAT'S PART OF THOSE MODELS SO THAT WE CAN HAVE BETTER UNDERSTANDING OF HOW GENERATION AND TRANSMISSION FLOWS, UH, COORDINATE AND CO, UH, COLLABORATE, UM, ALONG THE WAY, UH, ESTABLISHING THOSE CLEAR HANDOFFS BETWEEN THE LARGE LOADS, TSPS AND ERCOT, AND THE GENERATION SPACE. THERE'S A LOT OF DEBATES OUT THERE NATIONALLY ABOUT PLANNING VERSUS MARKET DYNAMISM MARKETS, OF COURSE, BOTH ARE NECESSARY. UH, PLANNING ALSO HAS TO BE INNOVATIVE TO KEEP UP WITH RAPIDLY CHANGING MARKET DYNAMICS. AND IN FACT, YOU CAN LOOK FROM 2020 TO 2025, AND WE'VE SEEN AN 85% INCREASE, UM, IN THE NUMBER OF MODEL CHANGES THAT THE TEAM IS WORKING IN PROCESSING THROUGH. AND IN FACT, IF YOU LOOK AT 2026 BY ITSELF, WE HAVE WELL SURPASSED, UM, JUST YEAR TO DATE WITH OVER A THOUSAND DIFFERENT CHANGES, UM, THAT HAVE BEEN SUBMITTED. SO IN FAR WEST, UM, RECALL BACK IN, IN FEBRUARY, I PRESENTED TO YOU THAT WE WERE CONCERNED THAT THE LOAD GROWTH IN THAT AREA BASED ON LAST YEAR'S LONG-TERM LOAD FORECAST WAS GONNA EXCEED THE AMOUNT OF TRANSFER CAPABILITY INTO THAT AREA AT NIGHT WHEN THERE'S NO SOLAR DURING LOW WIND CONDITIONS. AND WE WERE WORRIED THAT THAT WAS GONNA HAPPEN AS LATE AS, AS THIS FALL. UM, AND SO WE SAID WE, WE NEED TO UPDATE THE LONG-TERM LOAD FORECAST NUMBERS. WE NEED TO UPDATE THAT, THAT INFORMATION. AND SO WE ASKED THE TRANSMISSION SERVICE PROVIDERS IN THAT AREA TO GO OUT AND UPDATE THOSE NUMBERS. UH, AND SO WE SENT OUT A SURVEY AND WE'VE GOTTEN THAT BACK. AND WHAT WE SAW IS IF YOU LOOK AT THE AMOUNT OF LOAD GROWTH THAT WE'VE BEEN SEEING IN THAT AREA, IT'S GROWING. BUT WHEN YOU LOOK AT THE TIME PERIOD WHERE WE GO FROM ACTUALS [01:30:01] TO FORECAST BASED ON THAT RFI, THERE WAS A BIG DISCONTINUITY. IN OTHER WORDS, THE THE AMOUNT THAT WAS SUPPOSED TO BE THERE BY THAT POINT IN TIME WAS A LOT HIGHER, UM, THAN WHAT WE WERE ACTUALLY SEEING. AND SO, UH, THAT DISCONTINUITY, UH, WAS OBVIOUSLY NOT GONNA HAPPEN. WE WEREN'T OVERNIGHT GONNA SEE, UH, SEVERAL THOUSAND EXTRA MEGAWATTS. AND SO, UH, WE'VE BEEN WORKING WITH THE TRANSMISSION PROVIDERS IN THAT AREA AND HAVE RECOGNIZED THAT REALLY WE'RE, WE WERE ASKING THE WRONG QUESTION TO SOME EXTENT, BUT IT WAS A QUESTION THAT NOBODY REALLY RECOGNIZED BEFORE THAT WE NEEDED TO ASK. AND THAT IS OKAY, WE'RE, THE QUESTION WE WERE ASKING WAS THE, THAT NEGOTIATION THAT THE TSPS HAD DONE WITH THEIR CUSTOMERS ON HOW FAST THE FACILITIES NEEDED TO BE THERE TO BE ABLE TO SERVE THE LOAD. AND SO THAT'S WHAT THE TSPS WERE TELLING US. THIS IS HOW FAST WE'VE NEGOTIATED WITH CUSTOMERS FOR THAT, THAT SUBSTATION EQUIPMENT AND THAT KIND OF STUFF TO BE THERE. THAT DOESN'T NECESSARILY MEAN THAT THE ACTUAL RACKS GOING INTO THE DATA CENTERS OR THE ACTUAL WELLS AND OTHER OIL AND GAS FACILITIES THAT ARE CONNECTING OVER AND ACTUALLY BEING ELECTRIFIED AND ACTUALLY STARTING TO CONSUME THAT LOAD, UM, ARE STARTING TO DO THAT. THAT MAY RAMP UP A LITTLE SLOWER THAT IT, IT'LL EVENTUALLY GET TO THE SAME POINT, BUT IT MAY RAMP UP SLOWER OVER TIME. AND WHEN WE'RE LOOKING AT IT FROM AN OPERATIONAL PERSPECTIVE, LIKE WHAT WE WERE TRYING TO DO WITH FAR WEST AND SAYING, DO WE NEED, YOU KNOW, DO WE HAVE A TRANSMISSION PROBLEM? DO WE NEED TO BE PREPARED TO SHED LOAD IN THAT AREA? DO WE NEED TO DO A CONTRACT FOR CAPACITY OR SOME OF THOSE KIND OF MORE OPERATIONAL THINGS WE NEED, NEED A MORE OPERATIONALLY FOCUSED FORECAST FOR THE NEAR TERM FOR THE NEXT YEAR AND, UH, TO THREE YEARS OUT. AND SO WE'VE ASKED THE TSPS TO PRODUCE THAT. WE'RE COMPILING THAT DATA NOW. WE DON'T HAVE IT READY TO SHARE WITH YOU, BUT WE'VE RECOGNIZED THAT THERE REALLY NEEDS TO BE A DIFFERENT KIND OF FORECAST AND WE NEED TO ASK FOR THAT GOING FORWARD. THAT WOULD BE THE AMOUNT THAT WOULD CAUSE US A FREQUENCY PROBLEM. UM, AND SO WE'VE, WE'VE SAID IF IF THERE'S TOO MUCH LOAD IN AN AREA THAT WHERE A SINGLE FAULT COULD TAKE OUT MORE THAN 3,200 MEGAWATTS, WE MAY HAVE TO LIMIT THE CONSUMPTION OF LOAD IN THAT AREA AS LONG TO THE EXTENT THAT THAT LOAD DOES NOT HAVE RIDE THROUGH CAPABILITY. WELL, WHAT, WHAT THE UPDATE FOR THIS MONTH IS THAT WE'VE IDENTIFIED THREE SUCH AREAS. WE'RE IDENTIFYING THIS THROUGH THE QUARTERLY STABILITY ASSESSMENT PROCESS. AND, UM, BUT AT THIS POINT, AND SO IF YOU LOOK AT THE BLUE BARS HERE, YOU'LL SEE AS FAR AS WHAT IS PLANNED TO BE BUILT IN THOSE THREE AREAS THAT WOULD BE AFFECTED BY THIS, IT'S THE, THE BLUE BAR NUMBER. UH, SO STILL A LOT OF INTEREST IN, UM, SOLAR AND BATTERIES, BUT ACTUALLY, UH, FOR, FOR THE FIRST TIME IN A WHILE, WE'VE ACTUALLY HAD MORE REQUESTS FOR GAS GENERATION THAN, UH, FOR OTHER TYPES OF TECHNOLOGIES. JEFF, JEFF, JUST QUICK. YEAH. SO ONCE A, WHAT IS OUR, KIND OF OUR TRACK RECORD, ONCE A, A GAS GENERATION INTERCONNECTION REQUEST IS PUT IN 90%, A HUNDRED PERCENT. UH, SO THE, UH, ISSUE WITH THIS IS THAT THIS, UH, THIS RAPID, UH, FLUCTUATION, THE, THE FREQUENCY AT WHICH THEY'RE OSCILLATING CAN CAUSE DAMAGE TO, UH, GRID EQUIPMENT, UH, MOST NOTABLY THE, THE SHAFTS ON SYNCHRONOUS GENERATORS. UH, IT CAN, UH, ACTUALLY, UH, HAVE, HAVE A SUB SYNCHRONOUS, UH, UH, RESONANCE AND IT CAN ACTUALLY SNAP THE SHAFT ON A, A LARGE SYNCHRONOUS GENERATOR. UM, THE, THE, UH, PICTURE I HAVE ON THE RIGHT THAT'S ACTUALLY FROM THE, UH, MOJAVE EVENT FROM THE 1970S. IT'S A PRETTY FAMOUS EVENT, UH, FOR SUB SYNCHRONOUS RESIDENTS. BUT, UM, THAT, THAT WAS, OBVIOUSLY THAT WASN'T LARGE DATA CENTERS THAT CAUSED THAT, BUT IT'S THE SAME TYPE OF ISSUE THAT, UM, YOU KNOW, THAT CAN HAPPEN FOR THOSE. UM, AND, UH, I THINK THIS IS RELATIVELY, UH, NEW TYPE OF ISSUE THAT THE INDUSTRY IS, IS WRESTLING WITH. UM, YOU KNOW, 18 MONTHS AGO, THERE WASN'T A LOT OF DISCUSSION ON THIS. I ACTUALLY HEARD A, A PRESENTATION FROM A, UH, COO FROM A LA LARGE GENERATOR, NOT, NOT AN ERCOT, BUT THEY HAD JUST, UH, ANNOUNCED THAT THEY HAD, UM, UH, SIGNED A, A CO-LOCATION AGREEMENT WITH A LARGE DATA CENTER AND THINK SOMEBODY ASKED THEM IF THEY WERE THINKING ABOUT THIS. AND, YOU KNOW, THAT GUY DIDN'T REALLY ACT LIKE HE KNEW WHAT THIS WAS, WHAT THIS WAS, UH, THIS ISSUE WAS, UH, I'M PRETTY SURE NOW HE DOES, UH, 'CAUSE THE INDUSTRY IS REALLY, THIS IS A HOT TOPIC RIGHT NOW. UH, SO, UM, SO, SO THAT'S, THAT'S WHAT THE ISSUE IS. UM, THERE'S HAVE BEEN, UM, SEVERAL, UH, EVENTS, UH, AND, AND WE'VE SEEN SEVERAL ISSUES WHERE THIS IS ACTUALLY A REAL CONCERN ON THE GRID. WE'VE ACTUALLY SEEN THIS ON ERCOT GRID A COUPLE OF TIMES WHERE WE HAVE LARGE LOADS THAT DO HAVE THIS SORT OF PATTERN. UM, THERE HAVE BEEN A COUPLE TIMES WHERE ACTUALLY TSPS HAVE REACHED OUT TO ERCOT AND SAID, HEY, WE'RE, WE'RE SEEING THIS ISSUE. WE HAVE THIS CONCERN. WE'VE WORKED WITH THE LOAD SO FAR, AND, AND THEY'VE BEEN ABLE TO, UH, CORRECT THE ISSUE. UH, BUT WE BELIEVE THAT, UH, WE NEED TO MOVE FORWARD WITH A NOER THAT WILL SET KINDA STANDARD REQUIREMENTS FOR WHAT, WHAT IS ALLOWED AND WHAT IS NOT ALLOWED ON THE ERCOT SYSTEM. UH, AND SO WE, UH, HIRED A, UH, WELL-KNOWN CONSULTANT TO COME IN AND HELP US TO DEVELOP THOSE REQUIREMENTS. UH, AND SO AS I MENTIONED, WE HAVE A DRAFT NOER THAT WE'RE HOPING TO, UH, GET POSTED HERE IN THE NEXT MONTH OR SO. UH, AND THEN IT, IT'S NOT, UM, I THINK JUST A REQUIREMENTS SO THAT NOER IS ESSENTIALLY GONNA SAY, DON'T DO THIS BAD THING. UH, I THINK WHAT WE'VE HEARD IS, UH, I THINK UPS IS MAYBE A LITTLE MORE DIFFICULT TO, TO CHANGE THAT, AT LEAST WITH, WITH THE TECHNOLOGY THAT, THAT THEY WERE AWARE OF TO, TO MAKE A CHANGE. UH, THE, UM, UH, I DON'T THINK I'M GIVING AWAY ANYTHING PROPRIETARY, BUT YOU KNOW, ONE, ONE THING THAT THEY CAN DO THAT WE'VE SEEN IMPLEMENTED IS THEY CAN, UM, CAN CHANGE THE WORKLOAD AND, AND HOW THE, UM, HOW THEY ARE SENDING THAT WORKLOAD TO THE PROCESSORS. SO THEY'RE PUTTING BATTERIES AT, AT THE SITES AND, AND SO THOSE [01:50:01] BATTERIES CAN DO MULTIPLE THINGS THAT THEY CAN HELP WITH THE RIDE THROUGH REQUIREMENTS, THEY CAN HELP WITH THE OSCILLATION ISSUE. UM, AND THEN I THINK YOU HEARD, UH, I THINK AND, AND ANJI MENTION THAT, YOU KNOW, THEY MAY WANT TO TAKE THAT, SO, SO IF THEY'RE PUTTING IN THAT BATTERY FOR, UH, THESE OPERATIONAL REQUIREMENTS, MAYBE THEY CAN ALSO USE THAT TO SELL THAT INTO THE MARKET AS WELL, SERVICES. UH, FOR THE LAST SEVERAL MONTHS THERE WERE, WERE A LOT OF CONCERNS ABOUT RELIABILITY UNIT COMMITMENTS OR RUCKS AND WE'D BEEN EXPERIENCING, UH, INITIALLY AFTER THE RTC IMPLEMENTATION, WE, WE NOTICED INITIAL, UH, UH, UH, REDUCTION IN, IN THE FREQUENCY OF A RELIABILITY UNIT COMMITMENT. UH, BUT THEN IN THE, IN THE MAY, JUNE TIMEFRAME, WE'VE SEEN AN UPTICK, UH, THROUGH THROUGH THE SUMMER. AND ONE OF THE THINGS THAT WE WANTED TO HIGHLIGHT IS THAT INPUTS INTO THE R PROCESS THAT STAKEHOLDERS ARE PROVIDING DO HAVE A SIGNIFICANT IMPACT. AND WE'VE, WE'VE SPENT A LOT OF TIME WITH OUTREACH OVER THE LAST SEVERAL MONTHS TO, TO HELP FOLKS UNDERSTAND WHAT, WHAT THAT MEANS. AND SO REALLY WHAT WHAT THIS HIGHLIGHTS IS THE, ONE OF THE PIECES OF INFORMATION THAT WE RECEIVE, PARTICULARLY FROM ENERGY STORAGE RESOURCES, IS WHAT THEY EXPECT TO DISCHARGE OR CHARGE, UH, WHAT IS THEIR PROFILE OVER THE, OVER THE COURSE OF THE DAY. AND WHAT WE SEE IS THAT, UH, THE MAJORITY OF THESE RESOURCES ARE PROVIDING, UH, A, A FAIRLY SHAPED, UH, VIEW OF WHAT THAT LOOKS LIKE. BUT, UH, INITIALLY WE'RE SEEING ABOUT 40% OF THOSE RESOURCES GIVING US A VERY FLAT NUMBER. AND WHEN THEY PROVIDE A FLAT NUMBER, UH, WHAT THAT DOES, THAT DOES NOT ALLOW THE RUCK TO HAVE ANY FLEXIBILITY ON THOSE RESOURCES. AND SO IT ASSUMES BASICALLY SERO DISPATCHABILITY. AND, AND AS A RESULT OF THAT, UH, THAT INFORMATION THAT WERE PROVIDED FROM THE MARKET, WE END UP HAVING TO RUCK RESOURCES TO [01:55:01] REPLACE THAT FLEXIBILITY ONLY DEFINED IN REAL TIME THAT WE ACTUALLY HAVE THAT FLEXIBILITY. AND SO THIS, THIS ENDS UP IN A, A CYCLE OF, UH, OF MORE RUCKS THAN, THAN WE WOULD'VE INTENDED OTHERWISE. SO HERE'S AN EXAMPLE OF WHAT THAT LOOKS LIKE. UH, ON THE TOP IS ESSENTIALLY A VIEW OF THE RESOURCES, UH, IN THE RED IS THE PLANNED, UH, UH, DISCHARGE, IF YOU WILL. AND IN THE BLUE IS THE ACTUAL, SO GENERALLY FAIRLY CLOSE. UH, WHEN YOU LOOK AT THE BOTTOM SET OF RESOURCES, IT'S, UH, THE PLANNED IS FLAT, AND THEN THE ACTUAL IS, IS ACTUALLY VERY, IS SHAPED, UH, IN TERMS OF WHAT THAT DISCHARGE PROFILE LOOKS LIKE. SO AGAIN, IT, THE ACTUAL DOES NOT REF THE PLAN DOES NOT REFLECT THE ACTUAL, AND THAT AFFECTS WHAT RUCK IS DECIDING TO, UH, TO COMMIT FOR ULTIMATELY. SO WHAT WE DID IS WE DID A, UH, A COUPLE STUDIES TO SAY WHAT WOULD'VE, WHAT THE RESULTS WOULD'VE BEEN IF THE ACTUALS WERE ACTUALLY UTILIZED. AND, UH, WHAT WE SEE IS THAT, UH, IN THE TOP IS THE BASE CASE. AND THEN WE DID TWO DIFFERENT CASES. THERE WAS, UH, A SENSE FROM SOME STAKEHOLDERS THAT DEPLOYMENT FACTORS WERE DRIVING THIS, AND WE STUDIED THAT. AND, AND THAT IS THE MIDDLE CASE. AND THAT IS NOT WHAT WAS DRIVING THIS. UH, IN THE, THE SECOND SORT OF ROW THAT YOU SEE THERE IS HOW MUCH RUX WE WOULD'VE HAD. WHAT WAS THE RUX SAYING WE NEEDED TO, TO DO? AND WHAT WE SEE IN THE BASE CASE IS THERE'S A FAIR AMOUNT OF RUX ON THIS DAY IN THE BASE CASE AND THE, THE, THE DEPLOYMENT FACTOR CASE. AND THEN IN THE THIRD CASE, WE SAID, HEY, LET'S JUST SHAPE, UH, ALL THE RESOURCES, UH, BY WHAT ACTUALLY HAPPENED. AND YOU'LL SEE THAT, UH, LO AND BEHOLD, THE, THE BLUE DISAPPEARS, WHICH MEANS THAT THERE WERE NO RUGS, UH, THAT OCCURRED. AND THEN ULTIMATELY, UH, AT THE BOTTOM, THERE WERE SOME NONS SPIN SHORTFALLS THAT WERE OCCURRING. AND THEN ONCE YOU AGAIN, SHAPE THE RUCKS APPROPRIATELY, UH, THERE ARE NO SHORTFALLS. SO THE, THE REAL KEY TAKEAWAY HERE IS THE INFORMATION THAT WE RECEIVE IN THE R PROCESS THAT IS PROVIDED BY STAKEHOLDERS IS NECESSARY TO PROVIDE, UH, UH, ACCURATE SIGNALS ON WHAT RESOURCES ARE NEEDED OR NOT NEEDED. SO REALLY THE STEPS WE'VE TAKEN IS, UH, INFORMATION OUTREACH, AND I WOULD SAY IN, IN THE OUTREACH WE'VE DONE OVER THE LAST SEVERAL, SEVERAL MONTHS, WE HAVE HAD A CHANCE TO NOTICEABLY CHANGE THE RATIO. SO ON THE LEFT, WE SEE BACK IN MAY IS, UH, ABOUT 60% WAS PROFILED AND ABOUT 40 40% WERE FLAT. UH, BY THE TIME WE GET TO AUGUST, THAT, THAT HAD SHIFTED DOWN TO ABOUT 77% AND 23%.
